Esco's y — I H % Lancaster Farming, Saturday, May 7.1977—37 ii Trash costs $1.3 million to Pa. taxpayers HARRISBURG, Pa. - If a small minority of motorists who insist on littering would stop using the highways as a dumping ground, they could save Pennsylvania tax payers about $1.3 million annually. The $1.3 million-about $3OOO per day-represents Penn Dot’s cost to remove trash from the highways. Transportation Secretary James B. Wilson would rather see the money spent for highway improvements. Wilson said that the problem seems to be getting worse instead of better with the growing popularity of fast foods served in disposable containers. Littering is punishable in Pennsylvania by fines of $5O to $lOO but enforcement is difficult, Wilson said, because violators must virtually be caught in the act and witnesses are reluctant to testify at hearings. “But we feel it is primarily a problem of education anyway,” said Wilson. “That’s the reason we started our highly successful Keep Pennsylvania Beautiful Days.
