Allan Grant, president of the American Farm Bureau Federation, said that such “political maneuvering in the face of real need should be carefully marked and long rememberd ...” Speaking before a con vention of the National Christmas Tree Growers’ Association, the farm leader said that if Congress does not pass a significant estate tax reform bill in this session, members must be prepared to face irate voters this fall. “Some of the same liberal Congressmen who shed copious tears over the alleged demise of the family farm, have shown little concern that widows or children have to sell the family farm to pay the federal estate tax when the head of the family dies,” Grant said. “Farmers and small businessmen are the hardest hit by the burdensome federal estate taxes which fail to take into account the increased value of property due to inflation. A closed rule bars floor amendments, while a modified closed rule, which the Democratic Caucus finally voted, allows floor consideration of amend ments specified in the rule. “Before overriding their own party leadership in seeking the modified ruling, liberals in the House Democratic Caucus deliberately wasted precious time m foot-dragging and political mumbo-jumbo, as the Congress moves toward adjournment and the fall elections,” Grant said. He cited the three separate meetings called by the House Democratic Caucus, with no action possible on the first two occasions because of the lack of a quorum.
