Under the program, isolated rural homes will be reconstructed with a labor force drawn from the target areas. McHale said that letters have been sent to seven people in each of the three counties asking them to serve on a Program Review Committee for their county. The project, to run through calendar year 1075, will begin with surveys, in terview and cost estimates in various rural target areas in the three counties. The project is designed to employ the elderly, the handicapped who can perform some task, and youth from low-income families. The one-year $375,000 grant for the pilot project derives from an allocation by the U.S. Department of Labor Manpower Ad ministration under the Comprehensive Em ployment and Training Act of 1973.
