Reader, Casey shared concern about funds for state-aided institutions such as Penn State, but blames the mess on a "Lack of executive leadership by the Shapp Administration." Casey said that a mistake was made by including state-funded schools in the non-preferred budget, thus enabling funds for our school to be held hostage pending the results of a power-politics stalemate on Capitol Hill. But it was not just a case of 203 legislators playing political foot ball, but "inadequate planning by the Governor's Office." Asked if he would favor spending like last year's hold-up, he answered that he didn't know, and that any decision he would reach would be contingent upon the budget Shapp will submit for fiscal year 1979. In his bid for the governor's chair, Mr. Casey faces stiff competition in his own party from such hopefuls as Lt. Gov. Ernest Kline and former Pittsburgh Mayor Peter Flaherty. But if Robert E. Casey's non-campaign for treasurer is to bear any lesson for Robert P. Casey, it's that the name familiarity carries formidable potential. If an unknown clerk from Cambria County can command hundreds of thousands of votes simply by running on his name, then Robert P. Casey should enjoy a groundswell of support.
