READER Mental Ills Cause Most Childhood Disabilities Retardation and other men tal disorders are the most common affliction among some 260,000 people 18 and over who are getting social security "childhood disabil ity" benefits, according to social security officials here. Childhood disability pay ments go to people who have been disabled from childhood (before age 18) if one of the parents eligible for social security benefits retires, be comes disabled, or dies. A study by social security showed that 65 percent of the 260,000 people getting these benefits are disabled because of mental disorders, a spokesman said. In 1957, mental disorders accounted for 47 percent of the total. Most of the rest of the childhood disability • group suffer physical diseases of the nervous system and sense organs, the study shows. Childhood disability is de fined as "severe impairment that occurs before 18, pre vents substantial gainful em ployment, has lasted for 12 consecutive months, or is ex pected to last for 12 consecu tive months, or is expected to result in death," the so cial security spokesman said. During an 8-year period covered by the study, only 10 percent of all childhood disa bility beneficiaries stopped receiving social security pay ments. "About 6 percent of them died," the spokesman said. "About 2 percent mar ried and became ineligible for benefits. About 1 percent showed physical or mental improvement enough to be no longer classified as dis abled." Social security began dis ability payments in 1954. The majority of childhood disability beneficiaries have been handicapped since birth . or early childhood, according to the study. Half are 30 years old or more. -About one-fourth are 18 or 19, and about 90 percent of that group have received social security benefits before they were 18 as dependents of re tired, disabled, or deceased workers, the spokesman said. SEPTEMBER 30. 1974 RECIPE By Sarah Anne Sheridan Nellie's Lemon Roll Juice and rind of 2 lemons. 1 1 / 2 c sugar 1 1 / 2 c water 1 t salt 5 T flour 3 eggs 1 rounded T butter Mix sugar, flour, and salt. Add water, lemon juice and rind. Cook for 15 minutes in a double boiler, until thick. Add well beaten eggs and cook a few minutes longer, then add butter. 3 eggs 1 c sugar 1 c flour 1 1 / 2 t baking powder 2 T cold water Beat egg whites, add half the sugar. Then beat egg yolks and add rest of the sugar. Add cold water, then add the egg whites. Fold in flour which has been sifted with the baking powde r. Bake in large jelly roll pan in an oven 350 degrees for 15 to 20 minutes or until cake springs back when touched. Turn out on towel sprinkled with granulated sugar. Trim edges. Spread with lemon filling and roll.
