Mr. Foot reported a bill to permit the Legialabire of lowa to determine for that State the application of the grant of land heretofore made to aid in the construction of railroads therein. The Senate then took up and noosed the bill giving a monthly pension of ! 30 dollars for life to John Nugent of New York, who lost both arms on board the Sloop of war Germantown while firing a salute in honer of the birthday of the Queen of Spain. The bill granting the right of pre-emption in certain oases to the India Yearly Meeting So ciety of Friends was parsed. Mr. Mason dimmed the Naval Board arguing that their proceedings should be set aside so far as competent for Congress to do so. Mr. Benjsmin gave reasons why the Senate should pass the bill making an appropriation for removing obstruotione to navigation at the month of the Mississippi, the objections of the President to the contrary notwithstanding. He adverted to the fact that the President had vetoed the General River and Harbor Bill, at the same time intimating that ho would of separate bills making appropriations for many of those works. This bill was drawn in compliance with that suggestion of tho executive, and was eminently national in its character, but the President had now changed hie entire principles upon the sub ject, and refused to give his approval to any b.ll or this kind whatsoever. He believed that the deliberate judgment of the American people is against that of the President.
