For City and Cfmtnercial News see 4th page. t A BATIOAD TO KAHOAO.—A bill has passed both Houses of Congress, and has been signed by the President, granting alternate sections of land, amounting to three millions of sores, to aid In the construction of Railroads in the State of lowa. The first of the lines named for which the is granted, lied between Burlington, on the 'irissinippl, to the month of Platte river, on the Missouri. This road, when completed, will' furnish a direct Railroad connection be tween the New England and Middle States, and the Territories of Nebraska and Kansas. This lie great and important improvement, strength ening and consolidating the union of the States, and connecting them so closely together, that time and spreaeom to be almost annihilated. Speaking of this important act of Congress, the New York Times says: It is a proof of the pervading character of the Slavery controversy that the instant the bill was read in the House half a-dozen vigilant South ern gentlemen sniffed the breeze and deteoted the "taint of Abolitionism" In the measure, and, ' of amuse, eet their brains at work to compass its defeat. It was iosisted that to build is rail road from the hot-bed of Anti-Slavery agita tion and Sharpe-rifles into Kansas would be a serious aggression upon the rights of the South, and palpable interference in the domestic insti- Unions of a Southern or neutral Territory, against the intent and meaniog of the Nebraska bill; and to correct so manifest an injustice, an amendment was offered providing a grant to line of road from a central point of tho South to the month of Platte River. --. This episode in the Congressional straggle has other elgnificatioas beside the proof It furnishea to the utter hopelessness of ignoring the ques tions whichlie at the base of the contest over Sla very in this Union. It shows that, after all, the South feels, itself compelled to resort to these methods of action in condnoting its part in the, struggle:suggeated by the practice of the North and the 'spirit of the age. After misrepresent ing and denouncing the Emigrant Aid Societies and all other proceedings, that great movement has beim imitated throughout the South with universal approval, end hundreds, if not thous mode, olmen have been hired to associate them selves as organized colonists, and to follow lead ere into Kansas, et whose expense they are equipped for the expedition, and by whom their passage was paid. It bits been proposed in Northern newspapers to assist in the work of colonizing Kaunas with free labor by commencing with energy of pur pose, assisted with abundant capital, the con struction of the railroad from Burlington to the aiieeouti, and to set the work in progress at both cads of the line. This would be propaga ting our principles through the agency of the spade end the pickaxe not less effectually, per haps, than through saw-mills, worm fences, and stamp speaking. It is estimated that the distance is within 200 miles. and that he cost of conerrnetion and equipment would not exceed $20,000 per mile, or $4,000,000 for the whole Work. - . This is a mode of propagating the principles of liberty of true yankee adaptation. It seems a elow way of doing the work,' and in Southern hands would be wholly ineffec tive on accotmt of the delay, but they hare been so often astonished by Northern enterprise, that if they were to hear of a Railroad being projected from the menthol' the _ Platte to Pagot'e sound, by private enterprise, they would put faith in the report. There is reason for their alarm in regard to this Southern lowa road, which has just receiv ed this:intitifteent grant. Take a map and mark ont lineefrom Philadelphia or New Y.ork, through Pittsburgh, by way of our great consoli dated road through Chicago, and thence to Bur lington on the hfissbmippi, and from thence to the month of the Plane, and it will be seen that there le almost a straight line from the sea board, at those two (titles, into the heart of the coutlnent, striking the Missouri hundreds of mites above St. Louis, and connecting Kansas with the Free North by iron bond!. Kansas will then be brought within three days ride of the sea-board cities. Aasatiaat (Newt Scuom..)—On Monday the committee appointed by the last General Assembly, "to report to the next General Asaembly on the constitution* power of the Aesembly over the subject of elite holding in the church," presented majority and minority reports, Rev. Dr. Asa D. Smith read the report of the majority, which maintains the positions following. In view of the sforenamed and other provi sions of our form of Government, touching the authority of the Assembly, two things are to be carefally noted. 1. It has no power to commence a process of discipline with an individual offender. That, by a just and wise arrangement, belongs to the ses sions in the ease of a layman, to the Presbytery in the ears of a minister. The disciplinary function of the Assembly as to individuals, In empty appellate and 'revisionary. It is not the Court of that hit of last resort. 2. In the way of "general review and con trol," it can reach directly only the judiciary next below—that the Synod. See Book of Discipline, chapter, 7, section 1, article 6 In directly, indeed, the doings of other bodies may be involved. A Session may grossly neglect discipline, for example, and the recorded indi cation, or the common fame thereof may not be properly heeded by the Presbytery. The fruit of this heedlessness, or the evidence of it in the Preabyterial'records, may mill forth no appro priate action on the part of tbo Synod; and this may be brought, by the Synodical records or by general rumor, to the knowledge of the Assem bly. Oa the ground either of the record or the, rumor, the Assembly may cite the Synod before .them. nos mediately may oven a Smaion be reached, but not directly. Resolved, that if a judicial case, involving what the constitution at the Chore& specifies as as offense, is brought regularly before the assembly by a lower court, it beloogs to the As sembly to Issue the case, and if the Assembly is well informed that a synod countenances the prevalence of what the Confession of Faith represents as "heretical sentiments and corrupt practices," it can cite the synod to Its bar, and require synod to determine whether to require the Pre ebytery to take further action to the matter, or to stay all further proceedings as circumstances may reqoire. The North Ameri can now talks in this wise : "The mad dog cry of "abolition" seems to be so terrible to the conversed's° portion of our citizens that they scarcely dare to whisper nb , ve their breaths the ohms of Kansas. As long as this sort of thing continues, these who, robed in the authority of the national government, are engaged in endeavoring to provoke civil wer in the West, may with impunity Miran, Oprress, lynch, and assassinate mon who commit no other offence than to struggle manfully for civil liber ty. We again have rumors of war, and circum stances induce the belief that there is some foun dation for such rumors. It has been the opin• ion of watchful Free State men for weeks past, that preparations were being made in the bor der Missouri counties, and by the agents of the invaders in the Territory, for another incursion similar to that of last Winter, only more cun ningly conceived, and to be carried on with more vigor, and to be a better organized and more pow erful scheme of villainy. Threats were made long ago that so soon as the grass should grow, es that horses could be sustained in the Territo ry, Lawrence should be razed to the ground, and its Inhabitants ehoold be slaughtered or driven from the Territory. That time has come and with it these. preparations. Daring the pact two or three days armed men, many of them horsemen, have been passing into the Territory at this and neighboring points, in such numbers as to induce the belief that an immediate attack is contemplated. What is to be the present pre text for this invasion I cannot tell, but it Is sup posed that the scheme is to attempt to arrest some of the officers of thd State organization with the expectation that there will be resist ance, that Shannon will then call out the militia of the Territory to aid the offioers in making the arrests, and that upon this call thousands of these men, now in feadinees, will rush to the appointed rendezvous, and that they will be able to take Lawrence by surprise, and to overwhelm her unsuspecting inhabitants. They will not surprise Lawrence, however. tier defenders are already in arms. lam told by a gentleman just arrived from that place, that the people there are apprised of their danger, and that last night they had a part of their force on duty, and that all wore ready to rush to the 'defenee of their fiefdom and their rights at a moment's call. Several hundred Gaited. States muskets fur nished by law for the use of the militia of the Territory, bare, within few days past, been-re ceived at our wharf, sent to the order of Gov. Shannon. These, of course, will be put intelhe bands of the borderers, who composts the militia. Gen. Itichirdson, commander-in-eblef of the Ter ritorial militia, and who resides at St. Joseph, Missouri, landed here two days ego, and went back into the country, en what mission we do not i certainly know. We may he in error in our annitises of what is going on around us, but the feeling le universal here, that there is very shortly to be enacted an other atrocious scheme in the drama of Which Kansas is the theatre.
