Tbo ocoond BUl—or the one substituted for the bill to rvhioh we referred to beforo-is, if anything, the most iniquitous of the two. It is the one “ Examiner” dissects to day. Wo hope our representatives will aid in consigning it to tho tomb of tho Capnlets. Official Proceedings of the Ostesd Con ference.—Tho official proceedings of this Con ference of American diplomats is published. They utb signed by Messrs. Buchanan, Mason, and Soule, and go for Cuba strong. Wo wil try and make room for it to-morrow. News of the Day* The statement of the New Orleans banks for the week ending February 26tb, shows an in crease over tho previous week of $504,011 in epeoie, $227,965 in oiroulation, and $18,211 in deposits, and a decrease of $438,405 in loans. The weekly census of tho Philadelphia Almt house shows a total population of 2557, being an increase of 456 over the oorrosponding period of last year. Of the white adults dnnng the month of February, 41G wero Americans, and 1715 wero foreigners. Farther troubles have occurred at San Juan, Central America. The natives have got a? an excitement against tho people from the United States, and some murderous efforts and threats against them have been mado t> Tho protection of the D. S. Consular residence was sought by several fugitives. Geo. n. Boker, Esq., of Philadelphia, author of “Calayuos,” “The Betrothal,” See., &c., has been suffering for eotne time past with a painful affliction of the eyeß, which has completely pre vented him from engaging in anything like sys tematic literary labor. He is now in tho hands of a snrgoon, who has forbidden him either to read or write for a twelvemonth to come. One of Adams & Co.’s Express messengers waß aboard the James Bobb, reoontly sunk in Red River, with §700,000, consigned to differ ent houses in Now Orleans, and when tho Robb was going down, there was great fear that it would be lost. It was taken to New Orleans on tho 24th nit. by tho steamer J. C. Fremont, as well as the Robb’s passengers. The Robb will prove a total loss, no hopes being entertained of ever raising her again. Whit Congress das Not Done We lay before our rcaderß to-day a complete list of the public Aots and Resolutions of the Thirty-third Congress—now defunct, happily or unhappily os the oase may be. The good or evil performed is presented to every one in an other eolnmn, eo that each can judgo for him self: hat it is the iniquitiee tho Thirty-third Congress refused to commit which wo wish to refer to here. First of all, Congress refused to extend tbo Colt patent. For this refusal we are inclined to award a high meed of praise, when the corrupt meaue to bring about an extension of that mo nopoly is taken into account. Colt has already enjoyed the exclusive right for fourteen years to manufacture hia revolving pistol, and even now is in the possession of a collosal fortune accord ing to common report. He has establishments and machinery in operation which will give him a great start of ail competitors for years, so that in justice another eeven years’ monopoly was pot demanded. Second, it refused to reduce the tariff, and in particular to abolish the duty on railroad iron. Third, after the President had vetoed tho bill extending the Collins monopoly four years, there were found a sufficient number of righteous men to prevent its bring passed over hie veto by the required two-thirde vote. To bo sure there is little to praise in this, but we feel like giving the devil his duo even if tho debt owing is very small. On the other band there nre many eins of Commission; not more however than are usually perpetrated by our national law makers. But to these we may refer again. GEORGE LAW’S BID. As will bo eeen by a letter on our first page, Goorge Law, tho Great Contractor, has, at the solicitation of sundry members of the Pennsyl vania Legislature, put in his bid for the Presi dency. What could induce our Harrisburg Solons to undertake to manufacture a President, when they proved themselves unequal to the se lection of a U. 8. Senator, paeseth our under standing. George, however, is very wealthy, and it is possible (although we would not pro tend to say it waa so for tho world) that the game object is in view which was apparent to thoso members who thought Dr. David Jayne, the patent pill man, would make a very excel lent Bncoessor to Senator Cooper. George’s experience in patting in proposals for looks, dams, railroad soctions, &c., has ren dered him very export in tho matter, and we consequently find hie bids are of such a nature as likely to bo aocepicd by tbo parties address ed. Bat there is one that will cause the rejec tion of the whole, if it is not withdrawn. How ever paradoxical it may appear, we think on tho subject of a tariff tho Great Contractor bids too low .' Pennsylvania Know Nothings profess great love for high protective duties benee this revenue tariff proposal will meet with little favor When Mr. George Law is eleoted President of the United States, we will let oar readers know. Also, when he baß disposed of “ those muskets." Vacation or the Canal —This subject has been pretty thoroughly discussod by the press, and with one exception, in favor of patting down a little to take up a large amount. Tho Chronicle of yesterday, in speaking of the mat ter, says: “As the city of Pittsburgh msy be ggyid to be the real owner of the Steabenville Read, end is a large stockholder in tho Con nelisvlUe, her interest is direct and immense. No public work of any sort, made or contem plated, is so important to tho prosperity of Pittsburgh, as this ready, immediate and easy meaue of uniting all her railroads at one point, without coat cither to her or tho people. The maa who may effect this will bs a great publio benefaotor, who should ever bs held in grateful re nembranoe.” Another Ally. — King Bomba, the ‘ 1 Butoher of Naples,” has joined tho Western powers against the Czar of Russia. A few moro such alliances and tho Allies will loee entirely what little sympathy they now have among nations possessing liberal institutions. King Bomba, the “ botshcr,” fighting for national independ ence sad religions freedom, when he hangs or Bhoots any person in his kingdom suepeoted of entertaining any sentiments bordering oa each liberality 1 ; . y *'">rV ■'* T * y * '•-; ti ? »*«??».•« '• ;•• ••- .
