Vittshurgit Otto*. B. RIDDLE & 09.. vompurress , TUESDAY 610111UNC-.IED. 2, 1669 The Cal' for 600,008 lien. "What thy hand findeth to do, do it with thy might," Is th;juncticna of the wisest ef men; and In ling with _this gigantia rebellion, we aro glad to sec the government acting upon that maxim of unerring wis dem. Why, the nitre announcement of the fact that half a Million of fresh troops are tuning upon them will strike terror Into the rebel leaders, change the general de spondency of their troops and people into absolute despair, and thus and the strife. By-the most—inexorable \ and sweeping eonseription ever known, the rebel authori ties are preparing for a tremendous effort to turn the tide of victory ha their favor In the Spring; and the only Way to render their efforts nugatory and utterly abortive is for the government to put forth a corres ponding effort. Bat what a contrast does the present condition of things in the two opposite sec.; Bolts of the country present at this mo ment ! gn ourltide the offices of the Pro vost Marshals are crowded with willing, cheerful and well paid recruits, and in al most every sub-district the citizens are freely paying their money to make up local bounty fonds, while in the unhappy do main of slavery and rebellion, the bay of the blood-hound, on the track of the wretch ed fugitive from conscription, is heard. Here one man out of seven is snificienti . there every -man capable of bearing arms must go—neither, substitute nor commuta tion can save him. Ind d, where every man is called to serve in personperson there can be no substitutes. It is mercy, therefore, on the part of the government to send an overwhelming force into the field, and put a speedy end tothia - liorrible state of things. With fire hundrisd.thousand men, in ad dition to those already in serrice, our armies ought to be able to sweep the rebellion oat of existence ,olmoot without a blow; for, with all their wholesale, sweeping conscrip tions, it is impossible for the rebels to put anything' like that number of new men into the Sold. Indeed, co great is the num ber of deserters of lute from the rebel ao rtae, that it may be as much as they can do to keep their forces up to the present stand ard. Le'l our men, therefore, go in freely, for everything indicates that their work will be short and glorious. This rest augmentation of oar national Rims is the surest way to avert a quarrel with tke French in Mexico. The late affair at Matamoros, which rendered it necessary to send a part of our forces across the Rio Grande to - bring away the American Con ed and two millions of transom, is an ad monition to war Government to be ready for * any contingency that may arise there. Our peace with France can onlibe maintained by the presence of a force distit would not be prudent to encounter, and deo by the speedy suppression of this rebellion. • Arkansas Free. Had any one been asked, two years ago, to guess which of the Slave States would he the first to abolish slavery,, he would have said Delaware, and ono or the lost States he would have namel would have been Ar kansas. Yet Arkansas has' been the very first to consummate the work. The new constitution, :mot framed and ratified by the votes of the people, utterly forbids the hold tug-of slaves in that State, and this day not a man, woman or child there Is legally held In bondage. In Maryland the convention to alter the constitution is culled, and the abolition of slavery in that. State is sure, Ma it is equally sure in Missouri; but Ar cady a few months ago a rebel State, lose cleared itself from the curse before any of them. It is more than probable that by the first of January, 114115, slavery will hate been abolished by constitutional amend - manta in every State except Kentucky. Of course the people of that State will be al lowed to cling to their idiot as long as they please but that will not be very long. Prohibition of the Export of Coal I. Canada., °One of our coal merchants informs us that he received a notice yesterday from a Government officer, forbidding any further exportation of coal to Canada. The trade in this line has heretofore been immense, supplying a Treating want of our Provin. dal neighbors, and constituting a profits ble-busMass to several eitensive dealers on this side. This sudden embargo is not un • derstood. What does it mean."—Onsuo This is what it menus. Canada imports all her anthracite ooal from the United States, and dariwg the peat two years the coal merchants of Canada have been doing a thriving business in supplying the steam er, engaged as blockade Tannery, at Non wan, with anthracite coal-rwitbont which th.y could not escape the bigilaoce of our - blockading fleets, as bituminous coal would mats too mush smoke. (.set year the at. teatime of the United States Government was called to this trade, and it has very properly bees stopped..l9e are sorry for the "pressing want of,our'prorincial neigh bas,. but before they-set any more coal, they must limit their operations. An editor/A l id the it. ion! (Mienesols) Pioneer, Sala: - The Sioux war is by no means ended, and the suffering and destitution of the different - bands, who were driven from their bunting grounds, or otherwise de prived of their usual means of supply for the winter, by the operation of the lest campaign, is a hinderance to hostilities on their part that msy not last beyond the cold weather. The Indian wardrobe and Indian larder are easily supplied when the winter is gone. In view, therefore of the necessity for active operations against the Sion: nation this coming summer, his to be presumed test the commander of this military deportment, with his subordinate commanders of this State, has under con. sidemtion if hs has not already adopted, .some plaziof campaign which looks to re establish the authority of the Government over the 'molted tribes, and to securing the people of the border from any further danger or fear of Indisn. invasion. The experience of the lest two years may and probably will suggest that, perhaps, the evilest and quickest way to conquer the Indians le—while maintaining a suffioient guard upon the posed border—to pene trate, Beale, and hold the country now on enpied by them, drivldg them from the fertile plains and valleys to the minds and mountains north. Ones dispossessed of their choice hunting grounds in Dakota and Idaho, and limited on the Missouri to its extreme northern valley, the Sioux will coon cue for peace, and accept snob terms as the interests of the border and the policy of the Government may dictate. Since Captain Pisk's proposed new route to Idaho has attracted public attention, it has been understood that General Miller, and perhaps others of the army officers of this district, have been and are in favor of shortening the line of border defence, and establishing a base of operations nearer to the hunting-grounds of the Bloux,by making a line of temporary military posts from Port Abercrombie to a permanent military poet on the hitssouri at Old gee village, or other favorable point for oroseing that river. It is believed that the result of this would be to keep the Indians north of that line, and to give a better bees for offensive oper ations during the Bummer and tall. It, in addition to tithe, Boob permanent posts are eetaldielied to the west of Miseouri, as will form depots of supplies for a email force to be kept in that country, an active earn msr campaign, which need not include, in all, a force of more than two thousand men, those in the AA to be mounted, and moving without, bigsage will end the Indian war, and enable the potent Administration to carry out with the Sioux its purpose of locating these Indians upon limited terri tory, where they can-be controlled and watched by email threes of military. With a probability of bloody war between the misers of [debit and tbs. Crows break ing oat in the spring, and need of proteo don there for miners and !Pit lets, as oho* LI by the ma,' murders the Crows have com milted upcn the whites the last year, the proposition to establish a toe of military posts from Fort Aberorocuble to the lied of the Yellowstone becomes of .ha greatest im portance in a military point of view, and will no doubt ryes ye proper consideration. As General Miller takes his place as Gov ernor of Minnesota this week. the public will look lo his inaugural s:th interest in his sogoations in conneatu.n with this subject. It to somewhat pertinent to the subject that if this plan be adopted It will roily the country at once from one trouble grow ing out of Indian hostility,. by making it este for emigrants to move upon a direct. route to the mines, in parties properly or ganized, abd then, it the Government con tinues to protect emigrants across the country, we may hope to see Captain Fith lead a thousand men from klidgley or Ab ercrombie, by his proposed new route, to the gold lands of Idaho.
