The country was taken by 'surprise this morning by the publication of the President's Proclamation, calling for a draft of 500,000 men= the 10th of March—being an addition of two hundretthousand to the former call. Of course wo cannot pretend to penetrate with certainty the reasons which at length con @faulted the President to yield to the views of the more earnest laid determined class of his advisers, who, as we hove long since learned.nrged sack a call as this, or mren one for 750,000, when he contentnd himself with mating it for 300,000. Whether the two hundred thousand additional, now called for, may be an acknowledgment that the true line of policy, to be entered upon with the opening campaign, is that of advancing on what remains of the Rebellion; from all points at once, with no irresistible and over whelming force, no as to crush it speedily and finally, rather than to treat it any longer like wounded snake, which may be caged and guarded till it dies of mere Inanition, or whether tt has mere special reference to the lam and present attitude of the French Emperor and his Intarmeddling in Mexico, time and future developments will let us knew. Meantime, the people have such confidence In the loyalty and wisdom of Mr. LINCOLY, that there will be a more ready, generous, and enthusiastic response to this larger demand then even that which now brings in same two thousand volunteers a day to MI the former call. The new call will raise the quotas of the several sub-districts to five men for every three recently allotted to them under that call. Those sub-districts which have already filled their quotas will, of mono, bo credited to that amount; and having done so much, It will not require any very great effort to fill out the additional two-fifths. By all means keep the work going. POET Anomie, WASHRIOToII Some days ago an order was issued to Wash ington (D. The place is the port of entry for the Puget Sound District, and is de scribed in the Pacific Railroad Sorrel , as "the first attempt of nature on this roast to make a perfect harbor." The increue of desertions is attributable, mainly, to this cause. The average daily de sertions from Johnston's army Is over forty. An officer just from Knoxville, Informs the Cincinnati Cocuverciulthat even the cavalry pickets of Longstreet are coming in, horns and all, and that the infantry are not trusted on the outpost piekettines. Deserters report that they sometimes leave in squads of fifty, taking their arms with theta, and make for the Smoky Mountains, sad the mom:anthem and sparsely-Inhabited regions of Virginia. The desertions are chiefly from Kentucky, Tennessee; Mississippi, Louisiana and Vir ginia regiment.. When the amnesty was Ant promulgated, the Richmond papers made light of It, and did not hesitate to publish it; an indiscretion width boa not been repeated by other news papers In rebeldom ' as It wu discovered to be ' demoralising to their armies. That the rebels do na now consider it a trivial affair, or the conditions so exacting that they will not be accepted by the rank and Me on the first op portunity, is clear from the correspondence between Generals Lonptreet and Foster, in which the former protests against the cl;co lotion of the document 'Gibbs his lines, So anxious, indeed, have been Ms ealtiters to are the amnesty, that a number of subordinate officers recently accompanied a Sag of truce to General Foster's lines to procure copies of It to take with them to their eampt. They were privately supplied with as many as they could conceal from the observations et their supe rior officers. FEB. 2, 1864 It is, probably, because the proclamation Is so effectual an aid in the work of putting down the rebellion that Northern Conserve tire newspapers find to touch In it that is ob jectionable. It is satisfactory to know that what they have to urge against it does not diminish the number cf those who. accept ltl conditions. Perhaps a feW weeks' sojourn In Dixie would enable them to see the liberal character of the amnesty, and render them lessparticular about tortes. There could be no objection to their trying the experiment, that we know et Their temporary abeence in that direction would not cases any cousid arable regret, if it would cure then. of their chronic spleen against every act of the Ad ministration. A Gigantic gtructnre Mr. John A. ]tootling, the engineer of the Niagara Suspension Bridge, proposes to build • bridge between the cities of New York and Brooklyn. Mr. Boobling's - plan for We proposed bridge over the East river is as fol lows: I propose to start In the vicinity of the Park of the city of New York, at an ele vation of about 80 feet above tide, thence ascending about 125 feet to the centre of the East river (leaving a clear elevation of 180 !mai, thencedescanding towards the hights of Brooklyn, and landing within eight of the City Hall. I abstain from indicating any precise locality, nor can this be done be- j lore more accurate surveys have been made. The supentructore of this magnificent bridge would that form an arch of about two miler long, clearing the watithof the; East river in one 'weep of 1,600 to 1,800 feet span, and ex tending ore,- the houses of both cities In a se ries of smaller spans, whose length would be gradually diminished from tho East river tower towards either approach, sly from 1,200 to 1,600 feet. No ground will be occupied in either city, except one total each approach or entrance, about 500 to 600 feet deep by 50 feet front. A portion of this may be utilised for 'cellars and shops. For the balance of the work only eo much ground will have to be permanently occupied as IA wanted for the location of the masonry of tho piers. Thus it will be seen that the damages for property win not be so great as might at first sight ap pear. My plan pro. ides two floors similar to the Niagara bridge, the upper boor for railway coast; &nee, the lower ono for promiscuous travel, en foot, horseback; of carriage. The entrance of the upper or railway boors will be next to the City Halls of New York and Brooklyn, and may be kept independent of the entrance to the lower floor, which may be located nearer to the river. Staircases post to the river shore would also furnish facili ties of access to the lower floor for pedes trians. There will be sidewalks on both floors, and these will become favorite resorts foe those who want to take alludes la the open air. The groat majorityeffitilif' eimpersulllcLeourie take the cars on the upper food. My •speri. enee and long familarity with the working of inclines, enables me to devise each plans as render this portion of the structure and its operation perfectly successful. The ma terials of construction will be principally granite and Iron, the latter placed so that it can be readily preserved by painting. The rigidity of the superstructure will be as groat as that of a tubular bridge. Iron trusses, of great depth, connecting both floors, together with effective over.beor stays, and the great weight of the structure Itself and inherent rigidity of the cables, will provide ample stiffneu. Enlacement and Extension of the it Molt Canal. The citizens of Davenport, lowa, and Rock Island, Illinois, are moving setively in • pro ject to hive the enlargement of the Illinois Canal embody the construction of the mats line through to the Mississippi river, near to the mouth of Rock river. The project en- Urely and it Is claimed thatbetter feeders for the onus] can be found in the re gion between Lasalle and the Mistissippi than are bad for the line between Chicago and Ls rale. To the commerce of the Northwest, this work would be of rest importance, end one that Is well worthy the fostering care of the people of Illinois, Independently of all considerations of national patronage. Their enterprise will doubtless compass it, even if °Uncle Sam" is so sensible as to disowns that it is not a work which nephews Bring remote from Illinois should help to construct. Tun London limn, of the 7th says that two years of a cotton famine enable the public to Judge of Its results by experience. no pros perity of the country survived the trial with out the smalint damage. Outside Lanes/We it would not be known that anything had oc curred to injure the national trade. It thinks that so long as cotton can be exported et a fair profit in a manufactured state itinatters little what tho raw material may have cost. The only question Is whether with inarened pri ces Ragland can undenell all other markets P . It does not pretend to fix the -limit of price, but Bays there is in Lancashire an evilent expectation of the revival of the old . trade. So little organic derangement has been produced by . two yean of industrial stagnation, that if the old cotton smiles were to be supplied to morrow, the old manufacture could be resum ed with little difficulty. The displacement of population has been small, and even of those operatives who hare lett the country it is said that a large proportion would be prepared to return at the first glimpse of reviving trade. Many new mills have been erected; and old milli enlarged. Toe Rt. Rev. James Frederick, Bishop of Philadelphia, has taken a determined stand against secret societies, political, social or re ligious, and has recently issued a pastoral let ter to the members of his diocese, admonish ing them not only to beware of Joining sub secret organisations u the Mesons, Odd Bel low., Bons of Temperance, ko., but the Na tional Brotherhood, Fenian Brotherhood, Molly Maguire', and kindred societies, , whele spirit is equally objectionable, and whets camas seem to be selected rather to colonl than te Indicate the object - of their easecin. time.
