Harrisburg Dispatch te the Times. " Is N. L. DakeB here ?" asked Chair man Ammerman, of the Dukes in veat gat ing committee, at its meeting en Tuesday evening. 3Ir. Ammerman knew that Dukes was net there and his question did net cause any of the dozen or fifteen men in the room te crane their necks, for they also knew it. Still, in the commit tee's opinion, the formal question had te be asked, as well as some dozens of ether inquiries whose answers contained no news. Animerman's Interrogatory was made after Sergeant at Arms Beland had sworn thai he had 'personally delivered te the keeper of the Union te wu beard iny house, where Dukes had bearded for eight years, the committee's notification that it would meet en Tuesday and hear anything that he might desire te say en the subject- of the inquiry. Dukes was net in Union town when Beland called for him and the sergeant at arms had no information ex cept heiesay that Dukes had received the notice. Te convince the careful committee that Unioatewn was Dukes' place of resi dence, Beland presented a certificate from the Fayette county commissioners that Dukes had been assessed there as an at-terney-at-law ever since 1878. As seen as the chairman felt sure that Dukes was net in the room, he looked ever his audience of reporters and asked if there was anybody present te represent Dukes. Finding that there was net, the committee, through the evidence of P. Gray Meek, chief clerk of the Heu3e, con vinced themselves that Dukes had net been sworn in as a representative. The records, Meek added, did net sb?w that Dukes had ever given any reason for net appearing te take the oath. It was brought out incidentally during Meek's examina tion that the signatures of only 190 mem bers were en the oath book. The remain ing eight, he said, had probably been sworn in without signing, but that ras a matter for his predecessor, Henry llahn, te explain. Cashier Bewman, of the Fayette county National bank, who identified the Dukes letters in court and who bad been Mibpo; Mibpe; naed te de a like service for the commit tee, telegraphed te Ammerman that a wresk en tha Pennsylvania railroad, went of Grnen8bnrg, had caused him te rail train connection and would prevent him from arriving in Harrisburg until late to night. State Treasurer Baily handed te the committee the two letters from Dukes te Capt. Nutt that were read in court. He had received them from Beyle, one of the defendant's attorneys. Furth read the letters te his fellow committeemen and when he had finished jiles asked the state treasurer if he had any ether letter from Dukes te Nutt. Bailey replied that he had one which Nutt had never received. Baily found it in Nutt's posteffice box alter the captain's death. It related te Miss Nutt and te the subject of Dukes' two ether letters, but the Nutt family were unwilling that it should be pnl-lit-hed. The counsel did net insist upon its production at the trial, for the reason that it would net have been important evidence. Dukes has net complied with the notice served en him te leave Uniontown inside of twenty-four hours, aud as he keeps hii'iself in close oenfinemont in his room at the hotel he has net as yet been molested. It is net kuewn what the next step will be, as everything depends en the movements of Dukes himself. The one thing that seems te be fully settled upon, however, is that he cannot stay in Uniou Unieu Uniou tewn. Why, if he expects te remain in town, he does net venture out en the streets, instead of locking himself in his room, no one seems te knew. His object in coming te town, it is claimed, wan te consult with counsel about resigning his seat in the Legislature. But this business is new ever, his resignation having been written out and sent te Harrisburg. His tarrying is a source of much public agita tion and can only result in trouble Hoenor or later. THE DEMOCRATIC DUTY. Why Contend About se Abstraction ? N. Y. Sun. The discussion of the tariff question rages all along the line, and the Democratic r .-j ..u ,!, ;,. They go in for anything te beat Sam Randall with a zeal and perseverance that might be worthy of praise if there were only a little common sense in their purpose. What de our free trade friends want, and what de they expect ? They knew as well as everybody else, that there is no present possibility of changing the tariff enacted in the closing hours of the late Congress. Before any such change can be effected, there muet be a Democratic Senate and a Dem ecratic president. In spite of all their declamation, the tariff is bound' te remain just as it is for many, many months that are te come. When both Houses of Cen gress are Democratic, and when there is a Democratic president if the country is ever te enjoy such a blessing then the tarifTmay be altered ; but sd long as there is a Republican majority in tbe south wing of tbe capitol and a Republican executive in the White Heuse, se long all efforts te get away from the present rates of duties must prove entirely nugatory. Meanwhile what is te be done? Is all hope of electing a Democratic president te expire in a general gnsh of verbosity V Must we all turn aside, free traders, pro tectionists, independent philosophers, aud all, te engage in a fruitless controversy concerning this tariff which wa cannot alter ? Must the Democracy be broken into fragments in a dispute about an abstrac tien, an unrealty, an indetermined doc trine, which cannot possibly be applied in practice ? We hope net ; yet what else can be intended bv the loud proclamation that before the presidential election the j controversy between tbe free trade and protection must be fought out te the bit ter end within the besom of the Democratic party? What else can be intended by the declaration that because Sam Randall is net 1 an unqualified free trader et 'ae nen 1 tucky, whisky protection type, i:e shal. net be elected speaker, though he is con fessedly the most competent, the best qualified, and the ablest of all the candi dates ? What if his opinions en some abstract question are net believed te be in harmony with the opinions of some ether gentlemen, are net all of them indisput ably sound and faithful as members of the Democratic party ? Is there any sounder Democrat than he ? But, wa may be asked, is the Democ racy te effar no relief te the people who have se long been crashed under the burdens of excessive taxation ? If it is impracticable te change the tariff, is there nothing else that can be done in the way af alleviation ? We answer that, new as heretofore, the first duty of the Democrats is te abolish the internal revenue system ; and this is a duty there is no difficulty in doing at the very next session of Congress. The Re publican Senate and the Republican president will offer no opposition what ever. All internal revenue taxes should be wiped out, except the tax upon dis tilled spirits. The tobacco tax, the lager .beer tax, should be removed entirely. Nothing should be left of the internal revenue taxes except the tax en spirits. Tbe internal revenue system is a product of the civil war, and it should be oblitera ted. The only part of it that should be tolerated is tbe whisky tax, and this should be made te yield a sufficient sum te pay the arrears of pensions that have te he provided for. All ether internal revenue taxation should be extinguished. The revenues necessary for the support of the government and tbe payment of the public debt should be derived exclusively from duties upon imports. And this being once mere established as our invariable rule, it will make very little difference afterward whether the new rates of the tariff shall ba fixed by free traders or protectierists. When the average of duties en imports must be from forty te forty-five per cent., the strictest revenue tariff will be quite satisfactory even te the Hardest shelled protectionist. K.'s Annual Eleetlen. Despite the untiring electioneering of Eii ward T. Parker, assisted by William E. Loukweod, the regular ticket for direc tor? of the Pennsylvania railroad company ai elected yesterday. Mr. Parker paced tne corridor of the company's office, en Fourth street, all afternoon, with a bundle of tickets containing his own name re peated thirteen times and a package of tracts en " Abuses and Misuses in the Management of the Pennsylvania Rail road." Mr. Parker said the company has adopted his views and many of the stockholders had premised te vote his ticket, but failed te de se, either because they didn't mean te when they premised or because they were afraid of the direc tors' ill will. Tbe proxies, aggregating 1,037 shares, from foreign stockholders were he'd by Mr. Parker, but as they were net properly made out they oeuld net be voted.
