Mr. Keller and H. R. M. Whitman, formerly of Pottstown, who is tue contractors' civil engineer, arrived in that town en Thursday forenoon, and began the erection of shanties for the workmen. The feeling in the Heuse this morning is that the con ference bill will pass as it came from the Senate, though it is freely stated that the speakery most of the Ohie delegation, several Fennsylvanians and Mr. Bobesen will de all they can te defeat it. The Democrats are expecting the ready passage of the bill, and the leaders en that side say there are 22 Democrats who will vote for it. An Ohie man who is strong in his opposition says there are at present 18 Republicans who will, he thinks, vote against the bill. " But," he added, ' they are changing all the time en both sides." Mr. Hubbell (Mich.) and Mr. Bayne (Pa.) demanded the reading of the report. Before it was read, Mr. Bayne raised a point of order that a suffi cient explanatory statement did net accompany the report as pro vided by the rules. After some dis cussion the speaker sustainad the point. Mr. Kelley then attached te the report a statement that the bill provided for an aggregate reduction of $67,000,000 and the speaker decided that this was a suffi cient statement. The clerk than began te read the report. The-reading of the report (which began at 12:45 o'clock) includes the reading of the whole bill which, unless the demand is withdrawn, will net be concluded before 2:30. Edmunds Chesen President el the Senate. In the Senate the bill te exclude public lands in Alabama from the operation of the laws relating te mineral lands was passed as was also the bill directing the readjust ment of salaries of certain postmasters. Mr. Bayard offered a resolution, which was agreed te, unanimously tendering the thanks of the Senate te Hen. David Davis for the courteous, impartial and able man ner in which he has fulfilled the duties of president pre tempore. At neon Mr. Davis, in a feeling address, resigned the office of president; of the Senate, and Mr. Edmunds was elected and sworn in by Mr. Antheny, the senator old eld est in the service. The Itircr and Harber Bin Settled for this Setslen. The fate of the river and harbor bill was settled by the Senate adopting a motion of Mr. Ingalls that the report of the committee accompanying the bill be printed and lie en the table. This action carries ever till te-morrow the consideration of the bill itself, and as a Sunday is net a legislative day no lurther action can be taken by the Senate upeu the bill at this session. It is generallj understood that the purpose of the motion was te kill the bill. Declines Ills Nomination. Edward O. After a large number of petitions had been presented the yeas and nays were called en a motion te re commit the railroad fence bill, which dis closed no quorum present. A call of the Heuse showed 99 present, and with the aid of the sergeant at-arms the attendance of 101 members was secured. After the reading of several bills the first time, among them the Nichelson congressional appointment, the yeas and nays were called en a motion te adjourn, and less than a quorum responded. The speaker then adjourned the Heuso until Monday evening en the ground that there was net a quorum of members in the city, several having been granted leave of ab sence te date from 11 o'clock. FL-iMliS AT ALBANY. A Building Burns Down Causing Injury and Death. Albany, N. Y. March. 3. Fire ws (lis covered this morning in Dunlap's elevator. A strong wind was blowing at the time and the fire spread rapidly through the mill and elevators. Of saveral men caught en the sixth fleer two were badly burned while rushing down stair- through the flames. - Three ethers slid down the heisting chain eutside from a height of nearly 100 feet. About 40 feet from the ground the chain was covered with ice and they fell te the ground severe ly injured. The walls subsequently fell, burying several persons in the ruins William Carlan and Michael Sheahan,flre men, and Michael MeEwer, a laborer, were killed and several ethers injured The entire mill and elevator were destroyed, involving a less of $100, 000 en the property and $40,000 en the stock. Part of a gang of laborers, engaged in leading iron ere en a barge, 25 miles below this city, made a demand for an increase of wage?, declaring that they would net work nor allow ethers te work at the old rateF. Anether gang of men was sent te work, whereupon half a dozen ring leaders among tbe strikers made an assault upon them, and with clubs, knives and pistols drove them frera the barges, bevcial men were badly beaten. The chemical works of W. H. Cbappell & Ce., at the corner of Fourteenth and Gratiot street were damaged by Are this morning te the extent of about $50,000. Fire In a Kansas Town. McPherson, Kansas, March 3. Fire last night destroyed ene business block here. Among the sufferer- are C. Cald well, beets and shoes, and Iihey & Frec Frec levc, furniture. The Pacific express company's office was also damaged and the court-house was burned. All the burned buildings were frame structures and nearly all the geeds contained therein are lest. The total less is $50,000, insured about one half. Shet His Wire and Then Himself. Buffalo, March 3. Rebert Maee, aged twenty-eight years, this morning shot his wife, aged twenty-two. The ball entered her' right eye and then he shot himself in the forehead. The woman will net recover, but it is thought Magee will. Jealousy was the cause of the deed. Fire In New Yerk. New Yere, March 3. A fire broke eat this afternoon in the six story building of the New Yerk Popular publishing company, Ne. IS Rese street. Thirty girls were employed en the npper floors.
