An Unpublished Letter or the LatePre!- Uent Written from tbe Field el Battle te Chief Justice Chase. It will be remembered hew promptly Gen. Rosecrans resented the intimation in Blaine's oration en Garfield that the Army of the Cumberland was demoralized when Garfield became Resecrans's chief of staff. In making his denial " Resy " gave for publication a copy of a letter from Garfield te himself, in which the lat ter declared as fellows : ' I have never been untrue te you in thought, word, or deed, Dana or any ether liar te the con trary notwithstanding." The " Daua " referred te wa& obviously Chas. A. Dana, of the New Yerk Sun, in whose paper has been published the following interesting letter from Gen. Garfield te Hen. S. P. Chase, which new sees light for the first time, and which Rosecrans says is evi dence of Garfield's duplicity : Confidential. headquarters department ok the Cumberland, Nashville, July 27, 1803. Mr De.vu Governer : I have for a leug time wanted te write te you, net only te acknowledge your last kind letter, but also te say some things confidentially en the movements of this department ; but I havs rcfrained hitherto, lest I de injustice te a geed man, and say te you things which were better left unsaid. We have new, however, reached a point upon which I feel it proper, and also due te that kind opinion which I believe you have had of me, te acquaint you with the condition of affairs here. I cannot conceal from you the fact that I have been greatly tried and dissatisfied with the slew progress that we have made in this drjjt.utmeat since the battle et Stene River. I will say in the outset that it would be iu the highest degree unjust te say that the 102 days which elapsed be tween the battle of Stene River, and the next advance of this army weie spent iu idleness or trifling. During that period was performed the enormous and highly important labor which made the Army of the Cumberland what it is. in many re spects by far the best the country has ever known. But for many weeks prier te our late movement I could net but feel that there was net that live and earnest rieteiniin.itien te iliug the great weight of this army into the scale and make its power felt in crushing the shell of the re bellion. I have no words te tell you with hew restive aud unsatisfied a spirit Iwaited and plead for striking a sturdy blew. I could net justly sjy we were iu any proper condition te advance till the early days of May. At that time the fatrins begau te "draw sharply upon the rebel-;, both en the Mississippi and in the EaM. They began te fear for the safety of Yicktburg and before the middle of May they began quietly te draw away forces te aid Pemberton. I plead for an advance, but net till June did General Rosecrans begin seriously te meditate an immediate movement. The army had grown anxious with the exception of its leading generals, who seemed blind te the advantages of the hour. Tu the first week of the month a council of war was called and out of the eighteen generals whose opinion was asked seventeen were opposed te an advance. I was the only ene who urged upon the general the impera tive uucchsity of ttriking :i blew at once, while Bragg was weaker and we stronger than ever before. I wrote a caieful review of the opinions of the generals aud exhibited the fact, gith ered from ample data, that we could threw 03,000 bayonets and sabres agains tBragg's 41.000, allowing the most liberal estimates of his force. This paper was drawn upon the 8th of June. After its presentation and a full canvassiug of the situation, an ad.-ancLi was agreed upon ; but it was de layed through days which seemed months te me, until the 21th, when it was beguu and ended with what results you knew. The wisdom of this movement was net only vindicated, but the seventeen dissent ing generals were compelled te confess that, if the movement had been made ten days earlier, while the weather was propi tious, the army of Bragg would, iu all human probability, no longer exist. I shall never ccase te regrct the sad delay which lest us se great an opportunity te inflict a mortal blew upon the centre of the rebellion. The work of expelling Bragg from middle Tennessee occupied nine days aud cuded July 3, leaving his troops iu a most disheartened and demor alized condition, while our army, with a less of less than 1,000 men, was, in a few days, fuller of potential fight than ever befeic. On the 18th instant the bridges were re built aud the cars were iu full communi cation from the Cumberland te the Ten nessee. I have since then urged with all the earnestness I possess a rapid advance, while Bragg's army was shattered and under cover, aud befere Johusteu and he could effpet a junction. 'I bus far the gen eral has been singularly disinclined te grasp the situation with a strong hand and make the advantage his own. I write this with mere sorrow than I can tell you, for I love every bone in his body, and, next te my desire te see the rebellion blasted, is my desire te see him blessed. But even the breadth of my love is net sufficient te cover this almost fatal delay. My personal relations with General Rosecrans are all that I could desire. Officially, I share his counsels and re sponsibilities even mero than I desire, but I beg you te knew that this delay is asraiust my judgment and my every wish. Pleasant as are my relations here, I would rather command a battalion that would fellow and fellow and strike and strike than te hang back while such golden moments are passing. But the general and myself believe that I can de mere ser vice in my present place than in command of a division, though I am aware that it is a position that premises better in the way of promotion or popular credit. But if this iuactien continues leng'I shall ask te be relieved and sent somewhere whero I can be part of a working army. But I de hope that you will soeu hear that this splendid army is at last trying te de its part in the great work. If the war department has net always been just, it has certainly been very indul gent te this army. But I feel that the time has new come when it should allow no plea te keep this army back from the most vig orous activity. I de hope that no hopes of peace or sub missive terms en the part of the rebels will lead the government te delay the draft and the vigorous prosecution of the war. Timte Danaet el dena ferentes. The public, although believing in the solvency of our leading companies and their ability te meet all obligations, have in some cases become dissatisfied with life assurance, lrem the disposition manifested by some companies te contest their claims en technical and insufficient grounds, be cause of the advantage they have ever the policyholder in the application which he signed when the assurance was taken. Te meet this objection the Equitable issues a policy, which after three years is incentestible. If any palpable fraud is attempted upon the company, resistance will be made te the payment of further premiums, befere the expiration of the three years, and a demand for the discon tinuance of the policy will be made while the policy holder is alive and able te de fend his rights in person ; rather than, as has beeu tee often the case, that a com pany should continue te receive premiums for twenty or thirty years, and only in the event of death discover grounds upon which the payment of the policy may be contested, and when the person whose life was assured is unable te defend the attack made upon his character and the interests of his widow and children. The Equitable meets the requirements of the public by having a fair contract in its application and policy. All the policies issued by the society since its organization which have been three years in force, are new indisputable, such policies in the event of the decease of the assured, are paid immediately upon the receipt at the Society's office in New Yerk of satisfac tory proofs of death, without discount and without the usual delay of sixty or ninety days. The appicciatieu of the public of the course taken by the Equitable is shown by the fact that for a number of years it has transacted a larger amount of business than has been written by any ether com pany in the world. The policies issued in 1881 amounted te $40,000,000. This suc cess has drawn upon the Society many at tacks from these companies which de net wiite an absolutely indisputable policy. The Equitable has au accumulation of $44,308,541.89 ; an income of $1,083,505. 43, and a surplus of 40,915,406,80 ; and is prepared te write policies from one thousand te fiity thousand dollars in amount, en all the approved forms. The Equi&ble originated and issues a Tontine Savings Fund policy which may run for ten, fifteen or twenty years, at the end of which time the policy holder will have the following OPTIONS : 1. He may surrender his policy and withdraw its fall value in cash ('. e. the entire "Reserve") and his full share of profits. 2. He may cenveit his assurance into a paid-up policy. 3. He may draw his profits in cash and continue his policy by paying premiums as befere. 4. Or he may buy au auuuity with his profits aud use it with the annual divid ends, in paying future premiums en his policy. The profits whicli have been returned te the holders of these policies, cannot be equaled under any ether form of assur ance.
