The succes of President Roosevelt's efforts to promote peace between Rus sia and Japan is a triumph for that so called "shirt sleeve diplomacy" in augurated by Secretary John Hay. Frankness and directness are the chief attributes of the shirt-sleeve diplomacy and when administered by President Roosevelt, suddenness also plays an important part. The president gave Russia no time to recover from the shock incident to the destruction of her navy, or from the grief incident to the loss of numerous friends and broth ers. He gave Japan no time to re cover from that access of good feeling which naturally followed so sweeping a victory and while Europe was dream ing of what might be, he suggested in •nequivocal terniß to both belligerents lhat this was an excellent place to stop, and his suggestion appealed to both. Editor Press: Washington has been chosen as the meeting place of the Russian and .Japane.se plenipotentiaries and if, as the President confidently be lieves they will, they negotiate a convention providing for a lasting peace in the far East it will be known as the treaty of Washing ton taking its place in history with those important international con ventions known as "the Treaty of Ghent," the "Treaty of Berlin," the "Treaty of Paris'' and many others. The selection of Washington as the meeting place of the commis sioners of the belligerents was the natural outcome of the differences, which had developed between the two nations. Japan steadfastly declined to send representatives to any meeting places in Europe, other than London, feeling that they would be more or less influ enced by the hostile sentiment with which they would be sur rounded in Paris, Geneva and per haps even at the Hague. Russia was, on the other hand, entirely opposed to a meeting in Asia and the United States seemed the nat ural ground of compromise, being too more nearly half way between the two nations than any other country suggested. President Roosevelt, although lie had per sonally favored the Hague, was not loath to have the conference held here for it must emphasize the diplomatic importance of the capi tal of "thenew world." It is authoritatively stated that if the climate in Washington proves too warm for the comfort of the plenipotentaries every facility will be afforded them to meet else where for a time. That is, they may meet and organize in Wash ington, then adjourn to some northern summer resort and return to the national capital for their closing sessions. If the commis sioners determine to adjourn to some cooler point the President will place at their disposal two small naval vessels, presumably the Sylph and Dolphin, lie will himself return from Oyster Bay to welcome them to America but ex pects to remain but a short time, after which lie will again retire to his summer home. Tn the direction of economy the investigators are certain to find themselves confronted by numer ous instances where material econ omy of administration would be effected could Congress lie Induced to adopt rational and business like methods in place of the irrational except from a "Spoils" standpoint now in vogue. For instance under the existing statutes each execu tive department is compelled to compile, at great expense for com pilation and printing, a complete statement of every item expended throughout the year. Xor is this all, for members of Congress, fear ful that one will secure something that the other does not, insists that several huudred copies of these be printed for each and every Senator and Representative. Of course they are of no possible use to the members of Congress except to make something to frank to their constituents as an evidence* that the beloved constituent, is not for gotten. The reports are of no use to the constituents either except, possibly, as shaving paper or to light their fires. Ten Times Easier.
