Page 2 - Mount Joy Bulletin Donegal Sets Policy For Free And Reduced Lunch Prices September 5, 1973 The Donegal School District has announced a free and reduced price lunch and-or breakfast policy for school children unable to pay the full price. Local school officials have adopted the following family size and income scale to assist them in determining eligibility: FAMILY SIZE FREE MEALS REDUCED PRICE MEALS One $0 to $2,740 $2,741 to $3,280 Two $0 to $3,600 $3,601 to $4,320 Three $0 to $4,460 $4,461 to $5,360 Four $0 to $5,310 $5,311 to $6,380 Five $0 to $6,100 $6,101 to $7,320 Six $0 to $6,890 $6,891 to $8,260 . Seven- $0 to $7,600 $7,601 to $9,120 Eight $0 to $8,310 $8,311 to $9,980 Nine $0 to $8,960 $8,961 to $10,750 Ten $0 to $9,600 $9,601 to $11,520 Eleven $0 to $10,240 $10,241 to $12,290 Twelve $0 to $10,880 $10,881 to $13,060 Each additional family member add-----$640 add-----$770 Families falling within these scales, or thase suffering from unusual circumstances or hardships such as unusually high medical expenses, shelter costs in excess of 30 percent of reported income, special education expenses due to the mental or physical condition of a child, or disaster or casualty losses, may apply for free or reduced price lunches and-or breakfasts for their children. In certain cases, foster cihildren also are eligible for these benefits. If a family has such children living with them and wishes to apply for such meals for them, the family should contact the school. They may do so by filling in the application forms sent home in a letter to parents. Additional copies are available at the principal's office in each school. Applications may be submitted any time during the school year. The form itself is simple to complete, and requests information needed to determine economic need based on the income and number of persons in the family and any unusual circumstances or hardships which af- fect the family’s ability to pay for school lunches. The information provided on the application will be confidential, and will be used only for the purpose of determining eligibility, Donegal officials say. Under the provisions of the policy, the superintendent of schools will review applications and determine eligibility. If a parent is dissatisfied with the ruling, he may make a request, either orally or in writing, for a hearing to appeal the decision. R.F. Hallgren, whose address is P.O. Box 297, Mount Joy, Pa. 17552, has been designated as the hearing official. He also was a member and past president of the Mount Joy Rotary Club and of «the Mount Joy Chamber of Commerce. He was a member and former elder of the First Presbyterian Church of Mount Joy, and was a member of Casiphia Lodge 551, Free and Accepted Masons. He belonged to the Harrisburg Consistory and was a member of the Lancaster County Shrine Club. Several years ago he was made an honorary member of Friend- ship Fire Co. No. 1 of Mount Joy for 50 years of active mem- bership. He was the son of the late Harry S. and Ella Viola Strickler Newcomer. Educated in Mount Joy schools, he had also attended Penn Military Academy. He is survived by his wife, Clara Charles Newcomer. He had resided at 401 S. Market Street, Mount Joy, for many years. Also surviving are his son, Federal Judge Newcomer, lancaster; a daughter, Betty Ann Newcomer, at home; three grandchildren and two sisters, Emily N., wife of Henry R. Eby, Mount Lebanon, and Virginia N., wife of Edward E. Lane, Wayne. Honorary pall bearers are Martin S. Musser, Robert McGinley, Carl R. Hallgren, Alvin Reist, Clyde Hottenstein, Wilbur Hiestand, Bernerd Grissinger, Mervin Arnold, Donald Wolgemuth, Albert H. Hostetter, Albert Myers and Paul Stoner.
