October 15, 1963 Mr. Editor: I have a question. I was told that last week the Mount Joy Borough pur- chased a big piece of digging equipment from a party without notice to anyone. Haven't I been toid that for all big purchases the borough must get competitive bids and that the council must publicly open the bids ‘before the purchase? The way I was told, one person bought the digger and when council approved it, there was some funny jug- gling of funds between the council and the borough au- thority. Is this true?
