Trouble with loitering youths noted a year ago; need for recreational facilities was cited then A little more than a year ago the SUSQUEHANNA TIMES reported on similar complaints by residents and merchants in downtown Marietta. : The TIMES interviewed Jim Hess, who acted as spokesman for the youths. Hess, at that time, com- plained that ‘‘there’s not much to do in Marietta.’’ He blamed the loitering on a lack of recreational facilities in the borough, and said, “‘If they gave us a place to go, we'd go there.” The TIMES also inter- viewed Marietta Police Chief Millar on the subject of the loiterers (who claimed that the police were ‘““hassling’’ them). Millar sympathized with the kids’ lack of recreational facili- ties, He also stated that they were obstructing sidewalks, interfering with pedestri- ans, and sometimes causing near-accidents in auto traffic on Market Street by throwing objects into the street and startling drivers.
