Special recognition was given to charter members and past presidents. The charter board of directors also attended. Charter board members are: Louis K. Ruttkay III, President, Ammon R. Hoffer Jr., First Vice-President, Michael J. Pricio, Secretary, Gerald A. Hostetter, Treasurer, John M. Getz and: Charles B. Ruhl, Directors, and Ber- nard Grissinger, State Di- rector. Other charter mem- bers attending were: Roy Packer, Gene Eicherly, Marlin Sinegar, and Frank Young. From the above group of charter members, Pricio, Hoffer, and Eicherly were also recognized as past presidents. Other past presidents who attended were: Jere Henderson, Ray Bair, James Thorbahn, William Grove, Patrick Moran, James Gingrich, Anrew Reymer, John Har- nish, Larry Gainer, Thomas Meckley, Jeff Brown, Wil- liam Bower, and Gerald Nolt. Also attending were past and current member of the Mount Joy Chapter, several State Jaycee Officers, and members from other Coun- ty Jaycee Chapters. The speaker was Mr. Donald J. Herrington, President of the Pennsyl- vania Jaycees, 1975 - 1976. Mount Joy Borough council meets Mount Joy Borough Council at a meeting Mon- day evening had a lengthy discussion on the rights of residents to locate tax collection offices in resi- dential districts. According to the solici- tor, tax collecting is an occupation and his inter- pretation of the ordinance is that anyone becoming a_ tax collector would have to abide by the ordinance and any rules involved. . Council has decided they will send a copy of the + solicitor’s letter as well as the ordanance to anyone requesting information about running for tax collector in elections. "Council had its second reading and adoption of ordinance 388 to reduce the tax collector's compensa- tion to one per cent from two per cent. A preliminary plan was approved for Penn Court Mobile Home development to be located south of Route 230 and east of Newcomer Road, in the east end of the borough, contingent on the recom- mendation of Lancaster County Planning Commis- sion and the Mount Joy Planning Commission. There will be S3 rental units. Council members outlin- ed some objectives for the coming year: the possibility of reducing the number in council from nine to seven members; looking for dif- ferent office space for police and council; review- ing a flood plain ordinance; continuing the newsletter to residents; completing the storm sewer study and asking the state to do its work on the state road and raiiroad bridges in the borough. Council will also consider a regional recrea- tion plan to be known as the Donegal Recreation As- sociation. In other business Council received a report on the Crossroads Storm Sewer Project. Public works chairman, Ammon Smith, said the project would get underway this week. The original starting date had been moved back from January 1, to January 17, and then the weather conditions held up the project. He said the depth of the ground freeze was the main factor. There was fear of not being able to separate the top soil from the other ground.
