Sewer plant vs. farmland battle Representatives of a Mount Joy Township citi- zens association charged Wednesday that a high- level federal environmental protection official has ar- bitrarily scrapped a plan to save two to three square miles of prime farmland from the threat of develop- ment. The group, known simply as ‘‘Concerned Citizens”’ appealed to Lancaster County Commissioners for support in efforts to in- vestigate the official's de- cision. They said they also were consulting with Lan- caster’s state and federal legislators. According to Mrs. Don- ald Yoder, Greene Jones, regional director of water quality control planned for the EPA, ‘‘appeared out of a the blue’’ last week to throw out a plan that would have significantly reduced the size of a proposed sewer project in the West Donegal-Mount Joy Town- ship area. The plan, Mrs. Yoder said, had been devised over the course of a year by the Concerned Citizens, state. environmental plan- ners and members of the federal EPA staff. It would have prevented installation of sewers, and thus the potential for large-scale building development, she said, for some 1,200-1,800 acres of farmland. Mrs. Yoder said the Concerned Citizens were appalled at the apparently arbitrary decision by Jones and wanted an investiga- tion of his reasons for recommending a full-scale sewer project for Mount Joy Township. She said the group was now consulting with state Sen. Richard Snyder, U.S. Rep. Robert Walker, and other legislators to obtain a reversal of the decision. She asked the commis- sioners for their support in requesting an investigation by the state legislature. The commissioners told the group that they would take no immediate action until they spoke with county planning officials.
