A native of Mount Joy in Lancaster County, the Secretary was educated in the Mount Joy Public Schools and Mount Joy High School. He received his AB degree in pre-law 1943, when he entered the Army Air Force in World War II, serving until 1946, when he joined the Depart- ment. Toppin named state banking sec.
