It may soem early to discuss the question of tax collection, inas much as the Legislature will not meet in several months, and any change could not be made effective until that body was In session, to pass the necessary laws, but it may be well to begin now, in order that if there is any general dissatisfac tion with the present method, the matter may bo considered in ample time. In this county it is becoming difficult to find men to serve in that capacity. The bonds roquired, while not excessive in amount, are annoying to obtain, and the compen sation, while as great as should be paid, is yet wholly inadequate to compensate a Collector for the care, trouble and labor required if he prop erly fulfills the duties of the office. The County Treasurer is roquired to give a bond sufficient to cover all the taxes and other moneys received by him, and the Collectors are in part compelled to give bonds for the same money. Then, too, the time fixed for payment, In order to give the farmers the benefit of the re bate, is most inopportune for them, coming at a time when they have little to sell, and are at the greatest expense in the way of gathering their crops. Harvest and hay hands must be paid, usually in cash, and at mid-summer the farmer has little in come. Courts are not in session In Bummer and there is little danger of extraordinary expense from liridges or other causes, bo there is compar atively little demand on the Treas. ury at that time, and yet that is the time when the taxes must be paid to gain advantage of the five por cent. Our proposition is that it would be better to have the County Treasurer collect the taxes, Bitting in eaoh township for a couple of days, or as might be necessary, after giving due notice, to make the collootiou some time during the late fall, say in No. vember, when the farmers would be better prepared to pay. Taxos are Inevitable, but they need not be so burdensome as under the present laws. Little, if any, school tax is nooded before the time mentioned, and we think a change in the laws bo as to make the County Treasurer the Collector, and fixing the time not earlier than the middle of Octo ber, wonld be of groat benefit to the taxpaying classes, and do away with the present difficulty In the way of oollocting. The Treasurer could at ford to oolloct for much less than is now paid, and still bo fully compen sated. We make these suggestions in the interest of taxpayers, and think that such legislative relief would be both popular with and profitable to the farmers of the State. . . Congressman Kirkpatrick won many new friends in this District by his manly and judicious course in Congress in voting in favor of the House resolutions, and declining to be governed by the Pennsylvania Senators. The people are awaken ing to the truth, as tha facts be come more generally known, that the President was right in the Cuban matter, and that his policy, in view of unpreparedness for war with Spain, was prompted by the wisest and most far sighted judgment. Postmabtkb General Gary re signed, April 21st, on account of ill health, it is said, but the re- port is, that the real reason was because he did not believe in sending in the ultimatum. The President nominated Charles Em ory Smith, editor of the Philadel phia Pros, for the position.'
