Executive Order 2011-10 states, “The purpose of the ex- ecutive order is to ensure that agencies substantially increase opportunities for VBEs and SDVBEs to participate in Com- monwealth contracting oppor- tunities as contractors, subcon- tractors, suppliers and profes- sional service providers.” The Department of General Services (DGS) will oversee the effort and establish a certifica- tion process for VBEs and SDVBEs. DGS also will contact VBEs and SDVBEs, along with veteran organizations, to in- form them of procurement op- portunities and to solicit their participation. In addition, it will identify and contact appro- priate non-profit organizations that employ veterans with dis- abilities to make them aware of possible contracting opportuni- ties. All state government agen- cies are directed by the order to participate in outreach activ- ities and solicit VBEs and SDVBEs to compete for con- tracts. The order also states that, when permitted by law, agen- cies should consider the VBE and SDVBE status as a factor in the procurement process.
