The district can’t borrow the full amount this year because the state caps how much debt a dis- trict can pile up, and this year that cap is about $29 million. The cap is based on district income. Since income increases every year and old debt is paid off, the cap typically increases each year. Ray Lowery of PNC Bank, which is handling the bond, said the dis- trict cap should increase to al- most $39 million next year, with another $10 million in borrowing capacity the year after. Lowery also said interest rates are currently favorably low — 4.38 percent for this bond —- and that, since the district won’t need the money until next year, it can in- vest the money and actually earn more in interest than it pays. The board also voted to put a question on the May ballot — mandated by Act 1 —- asking vot- ers if they want the district to switch from a current earned in- come tax rate of 0.5 percent to a personal income tax rate of 1.4 percent. A personal income tax is levied on a broader range of in- come, not just wages. The money would be used to lower home- owner property taxes by up to $688. In other business, the board hired Jeffrey Shaffer of Wayne County as high school co-princi- pal at a starting salary of $80,200. Shaffer will work with current principal Deborah Morgantini, who earns the same salary. Mor- gantini plans to retire by July 2008 — though she could leave sooner — and the board wanted to smooth leadership transition by bringing in a co-principal. Superintendent Frank Galicki has pointed out that the board left the assistant principal slot va- cant for months. Hiring a co-prin- cipal restores the traditional two- administrator system in the building while avoiding disrup- tion when Morgantini leaves, said Galicki.
