Born Jan. 13, 1921, in Ashley, he was the son of the late John and Mary Ellen Gaughan Gallagher. He attended Hanover Township schools along with Coughlin High School. He then graduated from Bucknell University Junior Col- lege, the University of Scranton and Thomas Jefferson University Medical School and was a mem- ber of their respective alumni as- sociations. He served an internship at Mise- ricordia Hospital in Philadelphia, and then began a private practice of medicine in Dallas in 1948, from which he retired in 1985. He served a term as president of the staff of Mercy Hospital and was employed at Valley Crest ‘Nursing Home, the American Red Cross and in the case manage- ment office of the Mercy Hospital. He served as a captain in the U.S. Army. He was a member of Gate of Heaven Church in Dallas. "He is survived by his wife, the former Eileen Kane, whom he married on Dec. 30, 1943 and their family: Philip, Vail, CO; Vincent, Mollie, Michael and Col- leen McNally, Haverford; Michael, Margaret Reid and Matthew Gallagher, Boston, MA; Anne, John and Leigh Robinson, Trucksville; George, Jane, Nelia, Shelby, John and Andrew Nicholson, Kingston; Brian, Claire, Deirdre a d Ashling Gallagher, Wyomissing; Thomas, Dallas; Paul, Lizabeth, Peter, Christian and Alexander Gallagher, Dallas; Neal Gallagher, Orlando, FL; brother, Joseph, Ar- lington, VA; four nieces and one nephew. He was employed as a tele- phone technician for Common- wealth Telephone Co., Dallas. He was a U.S. Army veteran and served during the Vietnam War. He was a member of the Pacific Whale Foundation. PAUL LaBAR Paul J. LaBar, 81, mayor of Dallas Borough of Main Street in Dallas, died Mar.:28, 1999, at Wilkes-Barre General Hospital. A lifelong resident of Dallas, he was the son of [ Tr the late Clyde and Lila Shaver LaBar. : He attended Dallas Bor- ough High School and served with the U.S. Army in the Panama Canal Zone. He was employed as a route deliveryman by the former Elston, Shady Side and Dallas dairies, retiring in 1979. In 1968, he was elected to the Dallas Borough Council. He be- gan his tenure as mayor in 1981, attending every meeting despite his illness. He was a member of the Dallas United Methodist Church and the Dallas Fire & Ambulance Inc., where he served as treasurer for 18 years and was an ambulance driver for many years. He was also a member of Oneida Lodge 371; Independent Order of Odd Fellows, Dallas; and the East Dal- las Bowling League. He was preceded in death by his first wife, Lois Gay LaBar and sister, Doris Ruth. Surviving are his wife of 21 years, the former Millicent Rustine Hand; son, David, Bel Air, MD; stepson, Joseph Hand, Dallas; stepdaughter, Joan Dupkanick, Vestal, NY; four grandchildren; and two great-grandchildren.
