Officials from Dallas Borough and Mellon Bank are trying to figure out who owns the chain- link fence over Toby's Creek at the bank's parking lot entrance on Machell Ave. at Dallas Corners. According to Mellon Bank's building superintendent Jim Ba- loga, a large section of the fence has been missing since October 16, when a car hit it. “The borough was supposed to “It's my understanding that it belongs to the bank,” said bor- ough manager Milt Lutsey. “Evi- dently they thought it was ours.” Along the sidewalk on Route 415, a good six feet of fence is gone, along with at least 10 feet along the bank's Machell Ave. driveway. A four foot high piece of pipe — all that's left of the fence — sticks out over the sidewalk be- tween the bus stop and the park- ing lot entrance, where a yellow blinking light mounted on a con- struction horse warns pedestri- ans of a six-foot drop to the creek. wall from parking lots belonging to the bank and Fino’s Pharmacy, where 12 feet of fence are missing. As the yellow warning light continues to blink and officials wrangle over who's responsible for repairs, pedestrians must carefully navigate around the section of pipe hanging over the sidewalk and motorists must be careful not to pass the three or- ange cones at the edge of the parking lot, all that's between them and a six-foot drop to Toby's Creek.
