2 The Dallas Post Dallas, PA Wednesday, July 6, 1994 General Waterworks will survey rental customers General Waterworks of Penn- sylvania, Inc. is conducting a sur- vey of customers who might be affected by a state law dealing with utility service to rental properties. According to Michael J. Coyle, Manager, the law, Act 54, which went into effect last September, requires the owner of a residential building or mobile home park in which the units are not individu- ally metered to notify all utilities of the ownership of the rental prop- erty and tobe responsible for paying for the utility service received. The owner is responsible for paying the water service even if there is a lease or agreement in- volved. In the case of individually me- tered units, the owner is respon- sible unless the tenant has con- tractually agreed to pay the water service. Act 54 also provides protection for tenants if a landlord fails to pay the water bill. The tenant can pay the landlord's water bill and de- duct the amount from the rent to avoid a shutoff of utility service. The law prohibits the landlord from retaliating by raising the rent and provides other protection to ten- ants. Landlords or owners of rental property and tenants are requested by General Waterworks of Penn- sylvania, Inc. to complete and re- turn the survey which will come with an upcoming water bill. Dr. Aquilina reappointed to Notre Dame council Back Mountain resident Char- les J. Aquilina, M.D., has been appointed to a three-year term on the University's Advisory Council for the College of Science. Dr. Aquilina has been affiliated with the University of Notre Dame for the past 10 years. The Advisory Council is com- prised of 20 individuals nation- wide who have distinguished themselves for outstanding achievement and are at the pin- nacle of their professional careers. A graduate of the Pennsylvania State University, University Park, with a Bachelor of Science in Pre- Med, Dr. Aquilina earned his medical degree in Medicine from Temple University, Philadelphia, and became licensed to practice medicine in 1969. Dr. Aquilina also completed an Internship in general medicine and residency in anesthesia at Temple University. Dr. Aquilina is chairman of the Department of Anesthesia, Wyo- ming Valley Health Care System, and a member of the System's medical executive committee. He also serves as medical director of Associated Respiratory Care, Kingston. He is affiliated with the Ameri- can Medical Association, Penn- sylvania Medical Association, Luzerne County Medical Society, American Society of Anesthesi- ologists, Pennsylvania Society of Anesthesiologists, and the Soci- ety of Regional Anesthesiologists. CHARLES J. AQUILINA, M.D. A member of both the Regional Board of Directors of Meridian Bank and President's Council of Wyoming Seminary Preparatory School, Kingston, Dr. Aquilina is a past member of the Board of Trustees of College Misericordia, Dallas.
