GROSSMAN What are the actions most needed for the betterment of Northeastern Pennsylvania in 1993 and beyond? While alterna- tives and options exist as to the direction needed to shape the appropriate future of Northeast- ern Pennsylvania, several oppor- tunities seem to stand out as being more important than others. Some of these opportunities in- clude the following: - Development of a unified national strategic plan and vision dealing with economic develop- ment and quality of life issues. No state wide of substate regional plan nor local plan can be suc- cessful without having some type of national strategy and vision by @ Which local and regional actions can be measured. ; - Continuation and expansion of federal assistance programs for economic development including but not limited to, the Appala- chian Regional Development Act, the Public Works and Economic Development Act, the Farmers Home Adminstration, US Depart- ment of Housing and Urban De- velopment Programs, and others. - Reinstitution of a federal reve- nue sharing program to help local governments through fiscal cri- sis. - Utilizing federal and state funds for job retention as well as job expansion. - Enactment of a federal enter- prise (empowerment zone) pro- gram. - Creation of a federal technol- ogy initiative similar to the Penn- sylvania Ben Franklin Partner- ship. - Initiation of a massive circuit rider program to help local gov- ernments overcome some of the absence of technical support which they require to meet the needs of the21st century. - An updated and complete analysis of the manufacturing sector of Northeastern Pennsyl- vania to enable guidance to be established as to the future of this industrial sector in the 21st cen- tury. - Adoption and implementa- tion of distance learning tech- niques to promote the appropri- ate education of urban and rural Pennsylvania including North- eastern Pennsylvania. - Promotion of a human service partnership between the public and private sectors in order to meet the growing needs of citizens who are the prime recipients of such services across Pennsylva- nia and the region. - Focusing attention on the five major river corridors in North- eastern Pennsylvania including the Susquehanna, Delaware, Lehigh, Lackawanna and Schuylkill Rivers. ~ - The “Community Excellence Initiative” being carried out by the Northeastern Pennsylvania Tech- nology Council should be sub- stantially advanced and acceler- ated. - Tax sharing or a similar tech- nique should be studied and evaluated in Pennsylvania for the benefit of local governments and the particular needs of urban community Pennsylvania. Canall of these ideas be carried out in a single year? The answer clearlyis “no”. Steps canbe taken, however, to encourage appropri- ate governmental and private sector officials to support these suggestions so that work can be undertaken in as short a time span as possibie so that public and private sector officials can react to new and creative recom- mendations.
