In an interview in October, 1992, Dallas Water Company manager Mike Coyle had said, “There were many unforeseen problems underground in the Machell Ave. project. Young, D.O. e Inform the Back Mountain Memorial Library that they will need permission from the Penn- sylvania Department of Transpor- tation (Penn-DOT) to set up a temporary banner advertising the library's annual auction over Route 415. “The borough council can't give permission for a banner over a state highway,” solicitor Krohn said. “If PennDOT refers them back to us, I would advise the council to request proof of a certificate of insurance for $1 million and a letter from their insurance carrier that the banner is covered by insurance.” Council members noted that this insurance is necessaryin case the banner falls and damages vehicles traveling the highway. * Move the regular meetings to 8:30 p.m. on the third Tuesday of each month, in order to give more time to a work session before- hand. Borough Manager Milt Lutsey noted that the Dallas American Legion, through Senator Charles Lemmond and staff member Tom Reese, will present the borough with a new American flag at the Memorial Day parade Monday, May 31. Lutsey also reported that Fie- seler Signs will donate an electric time/temperature sign to the borough to replace the one re- moved from the front of Mellon Bank when it changed hands. Lutsey said that Dallas Fire Chief Bob Besecker has offered to have the sign erected alongside his building. “Ever since Mellon Bank took the old sign down, a lot of people have told me that they miss it,” Lutsey said.
