Lake Water Company, Inc. are notifying area builders, plumbing contractors, and supply houses that these companies, in accor- dance with a new state law en- . forced by the Pennsylvania De- partment of Environmental Re- sources and the United States Environmental Protection Agency, . cannot allow new connections to public distribution systems un- less plumbing materials have been certified as lead free. This new law, the Pennsylvania . Plumbing System Lead Ban and ' Notification Act, went into effecton January 6, 1991. Lead has been recognized as a | health risk. The new law is de- | signed to protect public health and | safety by prohibiting the sale of | materials that contain lead and | prohibiting their use in construc- | tion, modification and repair of | plumbing systems. Those customers residing in | homes that may have lead materi- | als as partof the plumbing system and cre concerned about lead lev- els may want to have their water tested for lead at a state certified laboratory capable of performing this analysis. Additionally, itis recommended that those residential facilities known to have lead materials within their plumbing may want to utilize the following precaution to minimize exposure. Any time wa- ter in a particular faucet has not been used for 6 hours or longer, flush the cold water pipes by run- ning the water until it becomes as cold as it will get. Letting the water run an additional 15 seconds after it cools will also flush the service connector, which may be made of lead pipe. Flushing is not effective in large buildings such as offices or high rise apartments. Also use only cold water for drinking, cooking, and preparing baby formula or juices, as lead dissolves more eas- ily in hot water than cold. The companies also have pro- grams underway to identify and reduce the lead risk within the respective public distribution sys- tems. Lemmond to head state reapportionment committee Sen. Charles D. Lemmond (R- 20) has been appointed by Senate President Pro Tempore Robert C. Jubelirer to serve a two-year term as chairman of the Senate State Government Committee. As chairman of that committee, Sen. Lemmond will play a key role in the once-in-a-decade process of reapportionment—redrawing leg- islative districts to determine seats in Congress. All bills dealing with congressional reapportionment must pass through the State Gov- ernment Committee before reach- ing the Senate for consideration. “Because Pennsylvania's popu- lation decreased in the last cen- sus, the state will lose two seats in the U.S. Congress,” Sen Lemmond said. “Therefore, a fair and repre- sentative reapportionment proc- ess will be crucial to ensuring that all voters are served in Washing- ton.” The State Government Commit- tee also reviews and takes action on all legislation involving state land and buildings and land trans- fers. Sen. Lemmond was also ap- pointed to serve as vice chairman of the Senate Intergovernmental Affairs Committee, which deals with issues that cross the bounda- ries of state, federal and local gov- ernment. His other Senate committee assignments include Finance, Judiciary, Local Government and Military and Veterans Affairs. “Senate committees serve as the workshops for the legislative proc- ess, providing a forum for impor- tant ideas and input,” Lemmond said.
