Davis said. ‘Franklin will supervise 115 employees involved in air, water, santitation, and waste manage- ment programs for 14 counties. The counties are Bradford, Cameron, Clearfield, Centre, Clin- ton, Columbia, Lycoming, Mon- tour, Northumberland, Potter, Snyder, Sullivan, Tioga and Un- ion. Since 1986, Franklin has been employed as DER's Wilkes-Barre regional sanitation manager and regional water quality manager. He was responsible for admini- stering regional regulatory pro- grams involving sewage treatment, sewage planning and grants ad- ministration, enforcement of the Clean Streams law, drinking wa- ter, public eating and drinking establishments, public bathing facilities and vector control. Franklin, who joined DER in June 1974, also served as a sani- tation supervisor for various DER offices in north central and north- eastern Pennsylvania. He was a police officer for " Blomsburg and a public school teacher in Pennsylvania and New Jersey. Franklin holds a bachelor de- gree from Bloomsburg University and a master’s degree from Mary- wood College, Scranton.
