Kingston Township Two injured in crash Kingston Township police re- ported that Elizabeth D. Reed of Easton, was traveling south on Route 309 when her vehicle was struck in the side by a1985 Chevrolet driven by Mark Stella of Pittston. Police reported Stella was in violation of a traffic signal. Kingston Township Rescue and Ambulance removed Reed and Angie Cragle, a passenger in the Stella vehicle to Nesbitt Hospital where they were treated for injuries. They also asked that a ban on new connections be left in place until a new well to serve their area could be placed on line. The complainants cited 100 new households they claimed are planned for the area near their homes as a reason to limit new service from existing facilities. These latter two stipulations did not become a part of the settlement. Residents from the Machell Avenue area also attended the PUC hearing in order to voice their oppostion to the Deer Meadows subdivision, but were informed by the hearing judge that only the five consumers signing the formal complaints could be heard. He said that two of the company’s wells had been closed down due to contamination and an interconnection pump was installed between Shavertown and Dallas water companies. Coyle said that a new well and a new 313,000 gallon storage tank had some difficulties to be resolved but these problems have been corrected and both ‘should be on line within two weeks. Coyle stated that the tank will improve the water pressure and the new well will provide more water. Treated waste water is discharged into Toby's Creek. “The present flow is 1.84 million gallons per day, but we are now ready to increase capacity as well as address environmental concerns inherent in waste treatment,” said Bagley. DAMA recently announced a rate increase to help cover the cost of a government mandated treatment plant improvement. DAMA is required to update the existing treatment plant, which is currently a secondary treatment plant, and has a capacity of 85% to 90% waste water removal. The preliminary design figure for the improvement is $5 million, which will be funded in part by a federal Environmental Protection Agency (EPA) grant. Construction on the project is slated to start next summer. Bagley said that the environment and the cost of water purification is an important concern in running the authority. “A major concern is cost versus benefit. Noone is opposed to cleaning up the environment, but at what - cost?’ asked Bagley. EPA grants are being scaled back, according to Bagley. The authority manager said he did not think growing development in the Back Mountain will be a problem for DAMA, particularly since the authority in in the process of expanding its treatment capacity. While DAMA has no political policy power or jurisdiction over environmental ordinances of Back Mountain muncipalities, it develops aregional planregarding operations and presents it to individual muncipalities for adoption. Existing ordinaces suggested by DAMA and adopted by Kingston Township, Dallas Township and Dallas Borough help * control potential growth problems. The cap sewer ordinance adopted in 1975 makes it mandatory for developers to install sewers prior to building homes, and another municipal ordinance requires residents to hook-on to sewer lines if they are within150 feet of a home. “Any time you have residential housing developments in close denisty you have to utilize a public sewer system. Most development would not take place without one,” said Bagley. It is against the law in Pennsylvania for municipal employees to strike, and Act 111 provides a process whereby employees and muncipalities can work out benefits and compensation through arbitration. Arbitration is only neccessary when the police and elected officials fail to reach agreement on the proper compensation. By It is also mandatory by law for police officers to live within ten miles of the municipality in which they serve. Chief Miers said, “Any day that a police officer pins his badge and gun on, is a day that he or she might be required to use it. In police work there is no set time limit and everyday presents justifying their positions on salary and benefits, including comparisons to other police officers in similar areas. From that information the arbitration panel will make a decision which is binding on all parties. Comparisons with various police departments presented include the starting rate, increase in salary for period of time served, and rank, and information about the taxbase of each municipality. According to testimony presented at the arbitration hearing last week, patrolmen in the Wilkes-Barre police Department earn $12,000 in their 1st year and $15,000 in their 3rd year. Dallas Township patrolman earn $16,978 after twoyears and $18,829 after four years of service; they also have a longevity pay added on to their base salary at the rate of 1% of the salary for each two years of service completed.
