There is a problem with expense and space involving landfills, ‘so we have to reduce solid waste hauling and create economic incentives for recy- cling. : “Through recycling, I think we could reduce solid waste PAUL KANJORSKI ...incumbent dumping by 15 to 25 percent. And then we must reduce it from there. European countries send only five per cent of their solid waste to landfills. That tells you something about recy- cling.” On that same environmental level, Bilbow also talked about correcting the quality of water in the Back Mountain, which has been a source of irritation to some, in addition to the third phase of his campaign. “On the educational front, Pennsylvania ranks 48th or 50th in state funding for higher edu- cation,” he stated. ‘We have to develop programs to meet the educational needs of the times.
