Because of declining bond interest rates, Luz-
erne County and its investment banker are
studying the feasibility of refunding the county’s
1982 $7,000,000 prison bond issue.
J.M. Revie & Co. and First Eastern Bank are
serving as investment bankers for this refunding.
Budget Director Tom Lavin, Chief Clerk P.J.
Clarke and Solicitor Ralph J. Johnston have been
instructed by the commissioners to work closely
with the investment banker so that their analysis
can be quickly completed and, if justified, the new
bonds issued before interest rates start rising
again. Presently, rates are at their lowest point in
three years and are expected to start upward by
late summer.

The bond issue is part of an $11,000,000 prison
renovation project and the initial stages of the
construction have begun. Major construction will
start this summer and is expected to take two
years.

The new secretary in District Magistrate Leonard
Harvey's office is Bernadette Banta of Dallas who
was formerly with H & R Block. She will be
temporarily assisting Joyce Culver with the secre-
tarial duties for the period of time that Mary
Pikul is out on maternity leave.

Political signs are apparently growing in
importance in this final week before the primary
elections. Some have been spray painted black
and others torn down while countless others are
piggybacked on another candidate’s sign. And for
a new twist - lists are being kept of which citizens
and particularly teachers have certain Dallas
School Board candidate’s signs on their cars or
front lawns.
