SECTION 3. All Ordinances or par- ts of Ordinances inconsistent herewith are hereby repealed. SECTION 4. The provisions of this Ordinance are severable, and if any of the provisions thereof shall be held illegal, invalid, or un- constitutional, the decision of the Court so holding shall not affect or impair any of the remaining provisions thereof, it being hereby declared to be the legislative intent that this Ordinance would have been adopted of such illegal, invalid or un- constitutional provision had not been included therein.
