The meeting will be the fourth in a series exploring the pros and cons of the proposed construction of the new Lake Elementary School. Dallas Borough Council has publicly served notice of its intention to pass an ordinance to levy a $10 occupational privilege tax on persons employed within the borough. (See full text of notice on page 22.) Council will share the tax 50-50 with Dallas School District rather than pass an ordinance to attach one- half of the school district’s right-to-work tax. The $10 occupational privilege tax was first passed by the Dallas School District earlier this year as a means of raising additional income needed for the 1978-79 district budget. If Dallas Borough Council passes the oc- cupational privilege tax ordinance and the school board does not reenact the tax next June, the borough could collect the full $10. Ralph Garris, council secretary, said that council members believe that some of the occupational privilege tax should be received by the borough because of the expense incurred due to the large number of business places in the borough. ; Garris said that the increasing number of businesses require that council provide extra police protection and road clearing services. When questioned what would happen if the tax ordinance were vetoed by Dallas Mayor James B. Davies, III, Garris said that he was not: certain. Garris said that borough solicitor, Atty. Charles Lemmond, would be requested to give a legal opinion and in all probability the veto would delay the ordinance if a majority of council voted for it. At an earlier date, Kingston Township passed an ordinance to levy its own occupational privilege tax after first passing an ordinance to attach half of the school district’s levy. Later the township rescinded the ordinance in favor of its own tax. Dallas school officials estimated that there are approximately 5,400 persons employed in the district. Last year the township supervisors contraeted with Reese to cut down: a group of trees adjacent to the field in preparation for the recreational program which they had initiated.
