The utilities pass on all the taxes to the consumer — I voted against the gross receipts tax on export power. I believed that the other states would reciprocate - they did this. This tax yielded $48 million in revenue to the Commonwealth. Rural Electric Companies and consumers were really ripped off. : 4 2. I Proposed a freeze on the gross receipts tax. Each time the fuel adjustment increased, the taxes increased and the consumer paid. I later proposed a reduction in the tax and a phase-out over five years. This would have been a REDUCTION OF OVER $400 MILLION IN TAX AND THUS SAVINGS TO THE CONSUMER OF PENNSYLVANIA. The Governor and his cohorts would not go along. The Shapp Administration and his cronies collected $58 million in taxes on utility property and returned only $29 million to the local government. They are robbing you and me-twice. 5. The Governor’s Secretary of Commerce proposed to the Senate an increase of 55°¢ a ton on coal, 6° a barrel on oil and 1¢ per million cubic feet of gas extracted in the state. You'll pay for this too and I am opposed to this proposal. This is one of the major reasons for increase costs in utilities. The administration criticized the utilities while at the same time they are putting their hands deeper and deeper into the pockets of the consumers.
