Born in Canfield, Ohio, Mr. Manchester has served as mayor and solicitor of that city and is a former member of the Mahoning County Board of Health. He has served as a member of the Eirst Mahoning County Planning Commission and as a member of the Urban Relations Committee and the National Council of Boy Scouts of America. He is currently a member of the Regional Advisory Committee of the Boy Scouts of America.
