The other factor was the
number of unemployed.
Here again large cities did
not benefit. Due to the fact
that applicants with
considerably more unem-
ceive significantly in-
creased number of points
toward a total score, many
applicants apparently did
not have their public works
projects funded.
The analysis by the
Council for Urban
Economic Deveiopment
noted that most other scor-
ing factors had little im-
pact in discriminating
among applications. It
noted that there was some
problems with the 70 per-
cent - 30 percent formula
split which allowed small
municipalities with. unem-
ployment between 6.5 per-
cent and the national aver-

The Farmers Home
Administration has begun
a program through which it
will guarantee rural
housing loans made by
commercial banks,
savings and loan
associations, and other
private lenders, Harvey M.
Gipe, Jr., FmHA county
supervisor for
Lackawanna, Luzerne and
Wyoming Counties an-
nounced.
FmHA, the rural credit
agency of the U.S.
Department of Agriculture
(USDA) will guarantee up
to 90 percent of the prin-
cipal and interest of these
loans.
Guaranteed housing
loans will be available for
moderate income
borrowers who cannot get
housing mortgage credit
without a guarantee.
Applicants who cannot
qualify for guaranteed
loans may apply for loans
made by FmHA.
Dallas Borough added
another burglary to its list
of recent crimes, Monday

viewed county allocations,

lesser populated metro-
politan areas were not

Howard J. Grossman,
executive director of the
Economic Development
Council, stated that, ‘The
report notes that Phila-
delphia received 13.3 per-
cent of the State’s Local
Public Works allocation,
while accounting for 13.6
percent of the unemploy-
ment; but Pittsburgh,
Scranton, Erie and Allen-
town together accounting
for 8.8. percent of the
State’s unemployment
were not funded.”
Based on the above
analysis, the report out-
lines possible changes if
there is to be new Public
Works legislation.
