In expounding on the Dug- Carverton crossroads area, Weston’s report stated the extension to this area would require a large investment relative to the other areas studied. However, the need for sewerage service in this area is extremely acute from a public health standpoint. Therefore, it is important that this area be included in the sewerage system expansion. Authority members plan to meet with municipal officials of Dallas Township, Kingston Township and Dallas’ Borough to discuss the feasibility study. The treatment plant, which has had a final inspection, was not damaged during Tropical Storm Agnes. It was without electrical power for 23 hours due to a washout of Tobys Creek which toppled electric poles. This blackout in no way affected the operation of the plant with its sewage treatment. Final assessments will be sent out by about Sept. 1. Rental bills will also be mailed in September, effective last May 2 whether residents are hooked into the system or not. Two plumbers who worked in the Back Mountain area have caused damage to sewer lines, and have since left the area, according to Douglas Diehl, project manager for Roy Weston. There was a question as to whether the plumbers or the property owner was responsible for damages. However, Chairman Spencer Martin stressed that property owners agreed to a clean and safe hookup. Damage bills will be sent to the property owners, therefore, with a copy sent to the plumbers. Merton Jones, authority solicitor, added that the two plumbers will be advised they will not be permitted to do any more work in this area until defective plumbing is correc- ted.
