Although emergency flood re- lief programs are being developed, the governments of both the city of Wilkes-Barre and the Commonwealth turned down efforts to assist flood vic- tims before the disaster occurr- ed. Just four days before the Sus- quehanna overflowed its banks, the Pa. House of Representa- tives slashed funds intended to compensate flood vietims from Gov. Milton Shapp’s proposed budget. ‘The city of Wilkes-Barre de- clined an opportunity to partici- pate in a federal program that would have permitted home- owners residing near the Sus- quehanna to purchase flood in- surance. Ironically, the city of Rapid City, S.D., enrolled in the same program just five days before the flood that devasted portions of Sen. George McGov- ern’s home state. Five hundred homeowners had coverage as a result of the program. Despite efforts to give im- mediate assistance to flood vic- tims, all available state and federal relief funds amount to a mere 20 percent of the $1.5 billion in total statewide flood damages as estimated by Gov.
