TOWN AND VICINITY.

Without any desire to create
a cholera scare or to pose as a
sensationalist, I feel that it is
necessary to call the attention
of the proper authorities—the
borough councilmen—to the
condition of affairs existing at
the sewer oulet near the Le
high Valley tracks toward
Highland. The odor arising
from the outlet is anything but
pleasant to passers-by—in fact
it is about the worst grade of
perfumery I have ever met.
Travelers, -of course, are not
supposed to walk along the
railroad and are not compelled
to inhale this odor, but there
are a number of families resid
ing on Adams street who do
have to endure the stench, and
when the winds blow toward
their homes it is almost un
bearable. A visit to the locali
ty at any hour of a warm day
will convince my readers that
this outlet is situated entirely
too near the town. It should
be extended at the very least
200 yards the other side of the
railroad tracks. The Points,
being without sewers, have
enough to endure without
breathing this polluted air.
An investigation of this is
needed immediately.
| Republicans are very quiet
' here so far as county politics
I go. Perhaps it is because they
II show more sense than their op
j ponents by not getting excited
during the warm weather, or
perhaps it is on account of the
hopeless campaign they will
have to go through this fall.
However, they are maintain
ing a silence that is remark
able, and about the only name
mentioned is that of Tommy
Smith, of Milnesville, who will
be a candidate for re-election
as commissioner. Prom what
I can learn from Republicans
Mr. Smith's nomination is a
reasonable certainty and his
chances of election will not be
so forlorn as some of his asso
ciates on the ticket. He has a
large following in the Demo
cratic ranks, and I know posi
tively that he will receive a
vote of no small proportions
from men in that party, let the
Democrats nominate whom
they wish. But outside of the
quiet work being done by Com
missioner Smith's friends no
interest sems to be taken in
politics by the Republicans.
Democratic candidates for
delegate to the county conven
tion are getting their forces in
line for the election on Satur
day afternoon. In some of the
districts the fight is waxing
hot and the wonld-be county
ticket makers are working like
Trojans for every vote they
can secure. It is strange, in
deed, how men will throw
themselves into these delegate
contests and endeavor to se
cure the election of themselves
or some friends to positions
that are said to give the win
ner nothing but the empty
honor of representing his dis
trict at Wilkes-Barre. Glory
must be a great thing when
people will lose time, borrow
trouble and exert themselves
in so many ways to attain it.
Prom a letter published in
the Progress of Priday last I
see that School Director Rute
informs me that any advido
i upon the subject of teachers'
appointments was unnecessary
and uncalled for. Whether I
: am to consider that the writer
of the letter is the official
1 spokesman for the board or
| whether he is only writing to
defend his own illegal and un
lawful action as a member is
not plain from the tone of his
communication. But that the
board has not delegated Mr.
Rute to defend its work I am
reliably informed, and that the
sentiments he expressed are
not concurred in by a majority
of the members is also another
point he might have consider
ed before investing himself
1' with the authority to write or
cause to be written documents
of a semi-official flavor.
By what means he knows
that "we" (the directors I pre
jj sumo) will do this and that"our"
41 (the directors again very like-
J i ly) reasons are not necessary
J | to publish, savors somewhat of
j the niyterious. Is this direc
-1; tor gifted with the talent of
<l, foresight to predict what the
j| | board will or will not do at its
meetings to come—or is it a
hint to the public that every
thing is already cut and dried
for whatever objections "may
bob up?" Dors lie think that
the board is a machine to he
run to suit the whims and fan
cies of a portion of its mem
bers, or does he have to be re
minded that it is a public body,
bound to obey the laws, and
that its actions are at all times
open to the criticisms of its
master—the public? It seems
he is not aware of these things,
mid I will accept his confes
sion in the opening of his com
munication where he states
that he "perhaps knows very
little."
Again, he says: "For infor
mation to the author we follow
the said (school) laws as close
ly as other hoards." Exceed
ingly grateful I would be for
information that would en
lighten me on the subject, hut
I find that the above quotation
contains just a little too much j
misinformation to be of any
benefit to me. What other
boards follow the laws like the
the Freeland borough board?
Foster, liazle and Hazleton
city directors voted openly on
teachers' appointments. But j
is that the way they did in
Freeland? No, it was done in
the dark, secretly and conse
quently unlawfully, and this
little paragraph, section LIII,
page IJ2, of the Pennsylvania
school laws, will b.ear out my
assertion:
That 110 tax for school or building pur
poses shall he levied, no resolution shall
be adopted for the purchase or sale of
any school real estate, no school house
shall be located, or its location-abandon
ed or changed, no teacher shall be ap
pointed or dismissed, no annual school j
term shall be determined on, nor shall j
any general course of studies he adopted
or annual series of text-books be se- i
lected, in any common school district, |
except by the affirmative votes of a
majority of the whole number of the di- 1
rectors or controllers thereof; and in
each of said cases the names of the
members voting both in the affirmative
and negative, shall be so entered on the
minutes of the board by the secretary.
Yet the writer of the Prog
ress article has the audacity >
to declare 1 am too previous
when I question the secret bal
lot, to say that he sought prop
er and legal advice and knows
110 reason why their action of j
the sth lilt, should not be sup
ported, and to state that it is j
not necessary to publish rea-1
sons for their law-defying 1
work. Men of this calibre,
who do wrong and then de
liberately acknowledge that
wrong and refuse to make any
attempt to right it, are entirely
too large to sit as directors of
the Freeland school board.
They are above the laws of the j
state, and are qualified for
nothing below receivers or di
rectors of the Reading or some I
other law-breaking corpora
tion. The people want direc-1
tors who have some respect j
for the oaths of office they
have taken—not men whose
only desire appears to be to
show how independently they ]
can act and to sneer at the law I
when it is shown thom.
