lioa under the ystem adopted by Con
press aggravate what I regard as the in
(ribflio wrong of the measure itself. It
h cost uncounted millions already, aod
if persisted in will add largely to the
weight of taxation already too oppress
ive to be born witdout just complaint.
and may finally reduce the treasury of
coe nation to a condition or Daniuuptcy.
We must not declude ourselves. It
will ronuire a strong stsud ing artry and
probably more than two hundred mill"
ions of dollars per anum to maintain
the supremacy of negro governments
aftor they aro established. The sum
tbu thrown away would if properly used,
from a sinking fund large enough to
pay the whole national debt in less than
fifteen years. It is vain to hopo that
negroes will maintain their ascendency
themselves. Without military power
they are wholly incapable of holding, in
subjection the white paoploof the South.
I submit to the judgment of Congress
wheth the publie credit may not be in.
juriously affected by a system of meas
ures like this. With our debt, and the
Vast private interests which are compli
cated with it, we cannot be too cautious
of a policy which might by possibility
impair the confidence of the world in
our government. That confidence can
only be rataioed by careful inculcating
the principles of justice and honor on
the popular mind, and by the most scru
pulous fidelity to all our engagements of
every sort. Any serious breach of the
organio law, persisted in for a considers,
ble time, cannot but create fears for the
stability of our institutions. Habitual
violation of prescribed rules, which we
bind ourselves to observo, must demor
alize the people. Our only standard
of civil duty being set at naught, the
iheet anchor ot our political morality is
lost, the public conscience swings from
its moorings, and yields to every impulse
of passion and interest. If wo impudi
ate the Constitution we will not bo ex
pected to care much for mere pecuniary
obligations.

The President's Message. We
give the greater portion of this impor
tant document relating to the questions
arising between the President and Con.
gress.'
Dead. Impeachment is dead. Rad
ical reconstruction is on its last legs.
Andy Johnson is yet President, and
the country is safe. Let us, as a na
tion, be thankful.
t.The cities of Uoston, Newbury
port and Pittsburgh, have all elected
Democratic Mayors, during the past
week, at their charter elections.
A Noble Response. Too much
praise cannot be given to the noble res
ponse with- which the Washington Li
brary Company of Philadelphia are
meeting in their patriotic endeavors to
raise the required funds for the endow,
ment of the Riverside Institute, a homo
for the gratuitous education of soldiers'
and sailors' orphans. The plan adopt
ed by the company has been subject to
careful deliberation, and has received
the endorsement of eminent legal au
thority. The Trustees belccted to dis.
hmse the money thus raised, are well
known citizens of Pennsylvania and
Ne n Jersey, and their names should be
a sufficient guarantee to those who would
aid in rearing one of the noblest chari
ties that ever thrust itself before the
people. Every tubs criber to the stock,
which costs but ouo dollar per share,
Dot only receives a fine steel-plate en'
graving, worth at retail fifty per cent,
more than what is paid for the stock,
but is also guaranteed some present in
the great distribution of the $300,000
worth of presents wh'ch are to be awar
ded to the stockholders. The three
largest presents aro worth 70,000.
Each shareholder has au equal chance
to obtain one of the largest presents.
Every one will obtain some present and
a beautiful engraving. Read Adver
tifement.

Feverish lips, cracking pains, dyspeptio ag

Or whether, with sudden dash,
