ures like this. With our debt, and the

cated with it, we cannot be too cautious
of a policy which might by possibility
impair the confidence of the world in
our government. That confidence can
only be rataioed by careful inculcating
the principles of justice and honor on
the popular mind, and by the most scru
pulous fidelity to all our engagements of
every sort. Any serious breach of the
organio law, persisted in for a considers,
ble time, cannot but create fears for the
stability of our institutions. Habitual
violation of prescribed rules, which we
bind ourselves to observo, must demor
alize the people. Our only standard
of civil duty being set at naught, the
iheet anchor ot our political morality is
lost, the public conscience swings from
its moorings, and yields to every impulse
of passion and interest. If wo impudi
ate the Constitution we will not bo ex
pected to care much for mere pecuniary
obligations.

week, at their charter elections.
A Noble Response. Too much
praise cannot be given to the noble res
ponse with- which the Washington Li
brary Company of Philadelphia are
meeting in their patriotic endeavors to
raise the required funds for the endow,
ment of the Riverside Institute, a homo
for the gratuitous education of soldiers'
and sailors' orphans. The plan adopt
ed by the company has been subject to
careful deliberation, and has received
the endorsement of eminent legal au
thority. The Trustees belccted to dis.
hmse the money thus raised, are well
known citizens of Pennsylvania and
Ne n Jersey, and their names should be
a sufficient guarantee to those who would
aid in rearing one of the noblest chari
ties that ever thrust itself before the
people. Every tubs criber to the stock,
which costs but ouo dollar per share,
