Sometimes the question m-lsps for discussion In our granites as to wheth er .canillilutes enn be elected ut a spe cial meeting or not. By a special we menu a meeting not on tho regular dates chosen for the meetings. It may bo said that If the bylaws contain no provision to tho contrary. If notice has been given to nil niemlicrs of the grange, candidates can he elected to membership at special meetings; but, ns a rule, this Is not advisable. Tho reason Is this: A candidate who might not bo acceptable to certain members of tbe grange could be balloted for and elected in the absence of such mem bers from the special meeting, they not knowing that the special meeting had been called for that purpose. If they are absent from a regular meeting, they can raise no objection, as their absenco Is their own fault. Whether announce ment made at n regular meeting of the grange that a special meeting fur the election of candidates to membership would be held on a given date would bo considered legal notice to the mem bers of the grange may be an open question. To bo sure of n possibly II legnl action In this .respect It would bo better for the secretary to notify the members by person or by letter that an election of candidates for mem bership would occur at a special meet ing. As exigencies are very rare that would re.piest election t membership at any other than a ra-rtil.tr meeting, wo would advise that nil granges ob serve the rule to elect only at regular meetings. As regularly ns come the autumn weather and the falling leaves comes the season for politics and politicians. With it comes the oft repented nnd nl ways denied assertion that "the grange has gono Into politics," "the grange candidates," etc. Never would this grent national organization, which knows no north, south, east or west, have lasted these forty years had It been a jiartlsan organbr.tloii or lent Its aid to parties mid to partisans, remarks Mortimer Whitehead In American Ag riculturist. Other farmers' organiza tions have come and gone that were organized to make a new party or to place Its men on tickets and In olliee, but the grange, ns an Order true to Its original principles nnd Its platform, has moved steadily onward, avoiding tbe rocks upon which others have been shipwrecked. In Its earliest years the grange proclaimed to the world Its general objects end clearly stated: "We cmphntlcnlly and sincerely assert the oft repeated truth taught In our organic law that the grange, national, state or subordinate, Is not n political or party organization. No grange, If true to Its obligations, cnu discuss pnrtlsnn or sec-tnt-ian questions, or call political con ventions, or nominate candidates, or even can discus their merits in Its meetings." Yet to the watchful observer anil careful student It Is plululy evident that the grange Is a power for good In politics. It works upon a higher and broader plane than partisan politics, for It brings the best members of all parties together, educates and guides them, nnd to educate Is to set free. GRANGEOPPOSES IRRIGATION BiihU ob Which the Op vohII Ion Ret I Ciovernmental. It has been asked why the national grange should opiiose government Irri gation of the arid lands of the west. The common belief Is that because of Increased production In the west of farm products there would be nn In creased competition for the farmers of 111" east. This, however, is not the basis of grange opposition. The Irri gation of these lands at government expense Is based upun the principle i ii:. t such improi.eineiit to the lauds of the west Is no nnre defennlble as a preposition than the Improvement to lands of the east by drainage nnd cul tivation nt the expense of the govern ment. As a national grange authority lias stated, "It would be dlllicult to .lei ionstrate why the government Is mo.-o Justified in distributing largo quantities of water to Improve laud than It would be In removing water fro.n equal areas of equally valuable land where the system had been ap plied."
