One of these lots Is to bo fed ft ration which, It Is computed, will iiipply, In addition to tho protein re quired for tho maintenance of tint body, an amount approximately equal to that which they may be expected to produce Id tholr milk. The other lot will re ceive a ration made up of tho same feeds but In different proportion, so as to contain about twice as much protein, In addition to the regular herd records of milk produced, samples of feeds and milk will be taken for check determina tions of protein. This will place tho people directly above legislators, executives or even supreme courts. In short it will bo government of tho people by the people. As we understand It this Is tho corner stone of our government and the very bulwark of our liberties. It lias been Id use to a limited extent since tho organlratlon of the government. An amendment to the Constitution of tho United States must first bo referred to the states and be ratified by two-thirds of thorn before It becomes part of tho organic law. Tho constitution of Pennsylvania can only bo amended by the people at the polls. If this Is the only safe course In regard to tho or ganic law, would it not be well to onv ploy It In adopting or rejecting Import' ant legislation ?
