Steps were taken yesterday to have the law regulating the employment of minors In the coal mines of Pennsyl vania tested. Previous to tho last session of tho Legislature 14 years was the minimum ago for boys employed within tho mines and 12 years for boys employed outsldo the mines. At the last session an amendment was passed raising the ago to 16 for Inside workers and 14 for outsldo workors. The movement originated In tho east ern part of tho State, and while the minors of the bituminous districts knew that something was being done they had the Impression that It roforred to the anthracite region only and paid no attention to it. The law. however, af fects the soft coal mines, and the mine Inspectors had no choice In the matter of enforcing It. Notices to keop boys under 10 years of ago out of tho mines were Issued, and wero met with a storm of protest. Many of tho boys employed are tho sons of dead minors and frequently are the only support of tholr families ; others aro boys who help their fathers, their labors materially Increasing tho pay recelvod. Tho claim was at once set up that tho law was not valid, and In ono caso a meeting was held and the law denounced. In order to get a test caso, Inspector James Bllok yesterday went before Al derman John Grootzlnger and entered Information against Frank Schulte, the foreman of tho Summer II til mine, noar Woodvlllo, ono of the Pltttburg Coal Company's properties. Two violations of the law are specified in the employ ment of Elmer Sclacker and Stanley Gabberlsh, both of whom are declared to be undor 1(1 years of age. Schulte appeared before the alderman and gave ball In $T00 for his appearance at the Septomber term of court. The case will bo so handlod that the quostlon of the validity of tho law wilt be brought before tho court for an opinion. Doth tho miners and the operators are dis satisfied with the law as It stands. Pittsburg 2't'jiirs, July 24. Brutally Tortured.
