Individual or corporation to nail, tack or paste any sign or adver tisement on any telcgriph, telephone, eloetric light or electric railway pole or poles within the corporation limit of the borough of Rcynoldsville and the nailing, tacking or pasting of any such sign or advertisement on any pole or poles as aforesaid, shull be deemed a public and common nuisance. Any person, persons, Individual or corporation violating the provisions of this suction of this ordinance shall upon conviction thereof pay a fine of five dollars for each and every sign or advertisement an put up, which fine shall be paid to the borough treasurer for the use of the borough and shall bp collected as debts are now by law collected. Any person. Individual or corporation owning poles within the corporate lim its of the borough of Keynoldsville are hereby authorized to prosecute any per son or pursoiis found violating the pro visions of this suction of this ordinance but in such prosecutions the borough of IlnynoldsvUle shall not be liable for any costs, dumages or expense incurred for prosecution by Individuals or corpora tion. Whereas, It is the duty of Council, to establish ordinances to provide for the safety, coiiuort and convenience and wulfure of the people uud to protect them from careless or negligent Us of dangerous substance. Thcreforo Section I. Me it ordained and enacted by the Town Council of the Horough of Keynoldsville, In council assembled, and It Is hereby ordained and enacted by authority of the same, that in addition to nny power conferred upon nny public olllccr of said Horough. the street com mit tec shall have nnd Is given the supervision nnd control over all electric conductors now In use or which may hereafter be used in said Borough, in cluding nil telephone, telegraph, trolly and other lines, wires nnd instruments In which electricity Is used upon nny and all public streets, lanes or alleys or within public or private buildings. Sec. 2. The Street Committee shall have direction of the construction and operation of all wires. Instruments, apparatus and work used or Intended for power and light in tin1 interior of all buildings, public and private mid on the streets, lanes mid alleys and shall have supervision of every w ire and the manner of placing the siime within any building, st 'eet, lane or alley designed to carry nnd supply electric light or power current and shall have the right to prohibit and forbid the use of any wire, light, power, instrument or apparatus, which shall ho defective, dangerous or insecure, cither In inuterial. workmanship or construction for operation and for each and every Inspection of any building, street, lane or alley. In which such light or power shall be placed, the said committee shall charge for the use of said Borough and collect from the owner or owners of such building a fee not ex ding one pl.lMl) dollar. Sec. It. The said Street Committee shall notify the person, firm or corpora tion owning or operating any wires or lines, wlieiieverlheiillaclniients. Insula tors, supports or appliances are unsuitable r unsafe and insiiMlcient and If the same shall not lie corrected and reiindied within forty-eight hours after notice, the said Su t Committee shall .utilise the same to be forthwith removed at the expense of such Individual, firm or corporation and shall also require all abandoned or dead wires wherever found to be removed and upon failure or refusal Vy iinvsueh person or firm orcorporntion to pay tile same, tlie said Street Com mittee shall enforce its payment Im proper action at law in the niime anil fill the use of the Borough of Kevnolds rille. Sec. 1. Be it ordained and enacted by the Town Council of the Borough of Rcynoldsville assembled, and it Is hereby ordained and enacted by the authority of the same, that the Reynoldsvllle Electric Light, Heat and Power Company, a corpora tion created and organized under the laws of Pennsylvania, bo and is hereby granted the privilege and right to enter upon the highways, streets, lanes and alleys of tho Borough of Rcynoldsville, for the purpose of laying, placing, con structing and maintaining thereon and therein, its wires, cables, conduits, tubes and other apparatus necessary for the conducting, conveying and trans mission of electricity for electric light, power, current, telegraph and tele phone purposes, subject to all the pro visions of general ordinances now in process of passage before the Council, being ordinances Nos. 311 and 40, and being general ordinances relating to the entry upon, use and occupation of tho highways of the Borough ol Rcynolds ville by any firm, cororation or Indi vidual to construct a line of telegraph, telephone, electric light or . electric railway poles In or upon any street, lane or alley or public square of the Borough of Kcynnldsvillc, and relating to the erection, use, operation, construction and Inspection of wires used for electri cal purposes, providing for tho lnsa'c tlou and suiMjrvislon of the same upon streets, lanes or alleys and within build lugs, uud providing regulations pertain ing thereto, provided such company shull within thirty days after the pus- wore. and approval of this ordinance, file in the odice of the Secretnrv of the Council, certificate of acceptance of all me .conditions and provisions of said general ordinances and which certillcate of aocoptanco shall be executed under the .corporate seal of such Company, duly attested by the president and we rctary thereof.
