Tho ro olutlonii adopted by the Civil Service learue. in semlon here, declare that the MrKlnley ndmlnlstratlon, upon Its Incotulng, showed the same Indisposi tion shown by Its predecessors to obey the law In newly classified branches, surh as deputy Internal revenue col lectors, employes of the united States mnrshnls, pension examining surgeons, etc. The practice of appointing per- sons without examination as laborers and subsequently assigning them to clerical or other classified work was Increased. The failure to extend the system whore practicable has been as patent as the failure to sustain It. The report charges that the census bill providing for 3,000 appointments was passed with a deliberate rejection of the copctltlve system, after a de bate It charges that In tho treasury department appointments are made nrt and examinations aro held after ward, and that those who fall aro kept in their places. In the postofflce dejartment, Is la charged, clerks are appointed without examination at small postofflces about to he brought within the classification of the free delivery system and then are immediately transferred without examination to similar apoplntments In larger oulces and even to other depart ments. Tho report on the scone of Presi dent McKInley's order of May 29 last In part was as follows: "The present review deals with the scope of President McKlnley on May 29. as apparent over six months of ac tive operation, and Its results, as In dicated by the pTcsent condition of tho service. In order, .to appreciate the significance ofv tho president's action, It must be remembered that, tho Repub lican party came' Into power In the fall of 1897, pledged by Its' platfcjrm to sus tain the civil service law and rules, to enforce them thoroughly and honestly and to extend their application 'wher ever practicable, and that Mr. Mc Klnley, In accepting the nomination of his party for the presidency, Indorsed and reaffirmed these pledges, declar ing that 'no backward step' would bo taken. "The principal test of the McKlnley ndmlnlstratlon to uphold tho civil ser vice law came naturally In connection Ylth these branches that bad last been classified. The original classification of 1883 emhraced 13,92-1 places. Of theso Mr. Cleveland, during his first term, added 1,939. During the admin istration of " President Harrison the rules were further applied to 19,073 po sitions. During the second Cleveland term there were added 36,705, making a total to that date of 32,997 to be credited to Republican administrations, and 38,644 to be credited to Democratic rule." The report on the "Indian service under President McKlnley," says: The committee finds Itself compell ed to report that probably no orancn of the federal service has suffered more from the ravages of the spoils men during the present ndmlnlstratlon than the Ind an service. That such should have been the fact Is not only a misfortune, hut a disap polntment. The choice of Mr. Cor nelius N. Bliss as secretary of the In terior was accepted by many friends of his government as an assurance that promises made during the two former administrations would be continued, or at least maintained, Such was not the case; no serious attempt seems to hav' been made by the president, of by Sec retary Bliss to conduct the service on non-partisan principles. On the con trary, the secretary was influenoed a! most wholly by partisan consideration in making appointments and removal? Mr. Bliss' total want of sympathy witl the merit system was sufficiently In dicated when he remarked In substance to ons who urged the retention of n very worthy and efficient officer that f. i believed thera woro plenty of "good .'epubllcans" fully as capable as the official in question." Tho committee commends Commis sioner .lonfiH and continuing Its report on the action of the department, says: "The anointments and removals made purel-' for political reasons are so numerous that It was Impossible to review them adequately In the limited space available." A Night of Terror. "Awful anxiety was felt for the widow of the bravo Genrl Ilurnnamor Aiacblas, 3ic, when tho doctors said she could not live till morning" writes Mrs. S. II. Lincoln, who attended her that fearful nieht. "All thought she must soon die from Pneumonia, but she begged for Dr. King's New DIscovory, eavlno. it had more than once Bayed her life. The war olflce haa received a dispatch announcing that General lluller has met with a serious reverse, losing eleven guns. General Duller was attempting to cross the Ttigela river. Finding It Impossible to effect his object, he ordered a re tirement In order to avoid greater losses, leaving the guns behind. Following is the text of Oeneml Duller's dispatch announcing his re verse, tinted Cliteveley camp. Dec. IB: "1 regret to report a serious reverse. I muved In full strength from our ramp, near Chleveley, at 4 o'clock this morning. There are two fordable places In the itigela river, and It was my Intention to torce a passage through at one of them. They are about two miles apart. "My Intention was to force one or the other with one brigade, supported by a central brigade. General Hart was to attack the left drift. General Hlldyard the right road and General Lyttleton was to take the center and to support either. "Karly In the day I saw that Gen eral Hart would not be able to force a passage, and I directed him to with- raw. He had, however, attacked with great gallantry, and his leading uattal- on. the ConnaugUt Hangers, I fear, Htiffered a great deal. Colonel I. C. llrooke was seriously wounded. I then ordered General Hlldyard to advance, which he did, nnd his lend ing regiment, the Blast Surrey, occu pied Colenso station 'and tho houses near the bridge. "At that moment I heard that the whole artillery I had sent to support the attack the Fourteenth and Slxty- ixth Held batteries and six naval 12- pountler quick flrera under Colonel Long, had advanced close to the river n Iong s demre to be within effective range. It proved to be full of the enemy, who suddenly opened a galling lire at close range, killing all their horses, and the gunners wero compell ed to stand to their guns, Some of tho agon teams got shelter for the troops In n dongn, and despcrato efforts were made to bring out the field guns. The Are, however, was too severe and only two were saved by Captain Bchofleld and some drivers. "Another most gallant attompt with the teams was made by an ollloer whose name I will obtain. Of the 16 horses 13 were killed, and ns several drivers were wounded I would not allow an other attempt, as it seemed that they would be a shell mark, sacrificing life to a gallant attempt to force the pas- sago. "Unsupported by artillery, I directed the troops to withdraw, which they did n good order. "Throughout the day a considerable force of the enemy was pressing on my right flank, but was kept back by mounted men under Lord Dunronnlr) and part of General Hartorj'g brigade Tho day was Intensely hot and mos' trying on troops whose condition waf excellent. 'We have abandoned ten guns ant lost by shell flro- one. The losses li General Hart s brigade are, I fear heavy, although the proportion of se verely wounded is, I hope, not large. "Tne f ourteenth and Hlxty nintli field batteries also suffered severe loss es. We have retired to our camp at Chleveley." This latest check Is regarded as the most serious event In Great Britain's military history since the .Indian mu tiny. No Independent reports of the en gagement have yet been allowed to come through, but General Buller's Own dispatch tells the sad tale In suf ficient outline to show that the British have been entrapped again by the as tute Boors, It was not anticipated that General Duller would make a frontal attack. 2S'o criticisms of his movements are made, however, since apparently he suffered a repluse rather than a defeat, and did not push the attack here, but broke It off tn the middle, so as to save useless sacrifice of life. It Is ex pected that he will renew the attack shortly. Immediately on receiving the news the war offico decided to mobilize still another division and to replace the losses of artillery. The necessaiy re inforcements will be hurried oft as speedily as possible ine latest aispatcnes indicate tne continued bombardment of Ladyvmlth, whose position Is now perilous. Ilnrrard'.
