"THK gold standard 1ms come be causa It had to come," says the Phila delphia Press. It is a necessity unless the United states proposes to ue a hermit nation. Newspaper comment on the Presi dent's lnessage is generally of the fa vorable variety. The general merits of the document are acknowledged on every hand, and it admittedly takes rank among the most complete of Presidential messages in the en tire history of tho country. The officials of the state of North .Carolina are determined to enforce the law ngainst the issuing of passes by railroads. The Supreme Court of that state the other day decided that the Southern Railway must pay a fine of fl.000 for violating the law in that respect. Henceforth the North Caro Una statesmen will eitner pay or walk. Charles T. Yerkes, the Chicago millionaire, lays down the following financial law : "The man who enters Wall street is an idiot. The man who speculates will lose in the end, and I don't care how much money he has, When he starts that way a guardian should be appointed for him." And still there seems to be any number of men who do not heed the advice. In view of the many robberies be ing perpetrated in this section, and the police being unable to capture the daring burglars, the recent de cision of the grand jury in Delaware county, this state, is worthy of note, A. burglar, while in the act of house breaking, was shot and killed, and the man wlio did tne snooting was cleared of the charge of murder. The grand jury declared the shoot ing justifiable. That the trusts are not altogether beyond the reach of law is evidenced by the action of the Supreme Court of the United States, which on Mon day handed down a decision against the Iron Pine Combination. The action of the court of last resort will certainly have a most important bearing upon the general subject of trusts and will likely lead Congress to give more than passing attention to this important subject. In suspending Congressman-elect Roberts from taking his seat the House of Representatives has stirred up the newspaper sense of fair play, The press gallery muttered somewhat ominously, according to the Washing ton news, over the members who did not vote as they act. It is an old story this of Washington tempta tions and lax morals. Once in a while some flagrant, unooverable scandal. like Breckinridge's, gives an inklln of the untold mass of evil that seethes underneath the very general respectability of the National Capital The memory of the average shop. per is not much longer than the most fleeting thought. It is necessary to keep repeating the most ordinary 'act in order that it may become fixed in the minds of the purchasing public long enough to create a responsive impression. The advertiser creates 'a impression by repeating per- -ntly his ruasons why the publi I c uld patronize him. An atom is an significant thing, but many atoms i .DKe a mountain ; so while one ad ertisement may not prevent ob tsurlty, many advertisements make the business of the world. The wide awake merchant generally gets his Hhare of that business. Iindon, Dec. 8. General Buller's ar- rival at Freero Is held to indicate that ali the preparations for an advance to the relief of Ladysmith are complete and that stirring news will soon be re ceived. The fact that Lord Methuen is announced as resuming his com' mand at almost the same moment interpreted In some quarters to mean that battles will be fought slmultane ously In Natal and at Spytfonteln. appears doubtful, however, whether General Methuen's force is yet ready for what will evidently be a heavy encounter. The Daily Mail publishes a dispatch from Julian Ralph at Modder River, who gays: "The Klmberley people are troubled by the necessity of feed ins 10,000 Basutos In the diamond fields whom the Boers refuse to allow to depart and who, should they fall to get enougn meat, wouia become ais contented and restless.
