The latest dispatch from Lourenzo
Marques, relating to the chaBlng of the

Philomel, caused some stir, especially
as It was announced that tho Quelph
had landed at Durban 414 cases of am
munition for tho Doers. There is a
pretty general feeling that ammuni
tion ought not to bo allowed to bo fur
warded. The Poll Mall Gazette, rs-
ferriug to the matter, says:
"There is some hope that the am
munition will be seized at Durban, as
Natal possesses a ministry whose loy
nlty Is unquestioned. Had not the
Filipinos been given arms by Ameri
cans with which to fight Spain, Gen
eral Otis would long ago have been
enjoying his ease at home. Similarly
with the" Boers, we may have to pay
heavily In blood for the apathy tho
Cape government has exhibited in this
matter."
Lord wantage, president of the Brit
ish Red Cross society, will shortly is
sue an appeal for contributions to aid

office culled up 25,000 reservists, only
the pick of them, some 5,000, will bp

rica appears to be due to a heavy

may mean that the lines are occupied
by official dispatches, and that nego
tiations are being actively carried on

code messages will be accepted for any
part of South Africa without the pro
duction of the codes.
The Dally News this morning pub
lishes the report of an interview with
Bertram Mltforu, the South African
novelist, who spent 25 years among
tho Capo Dutch, in which Mr. MItiord
predicts that victory will only be at
tained by the British after a long,
bloody and costly war. He says: "Tho
Boers will fight like devils. The Jame
son raid roused them, and ever slnco
they have been preparing for war and
practicing shooting, and they will re
sist to the bitter end. I don't believe
the Boers will incite the natives
against England, but it is impossible
to say what the natives will do. The
Basutos are loyal to the queen, but
hate the Froo State. Though It would
be a bad thing for white supremacy
if the Basutos were to rise and con
quer the Free State, yet It would be
hardly possible to prevent them. The
Swazls are equally bitter against the
Transvaal, and it would need little en
couragenienl to lead them to attack
the republic. I don't think there Is
any danger from the Zulus, but the
Matabele and the Nashonas might try
to repeat the horrors of 1896. All tho
published estimates of the fighting
strength of the Boers are exaggerated
It does not exceed 15,000 at the out

Advices from Pretoria say tho
Netherlands railway management as

lis, Iud., was at death's door with quick

Secretary Long evoked thunderous of
npplnuse by his tribute to tho unknown
heroes. He said In part:
You cheer for the mon behind the
guns; you give swords and banquets
hero and there to an admiral and
both most richly deserve the tribute
but remember that all up and down the
line there are Individual? whose names
never come to our ears, or if so. are
already half forgotten, who have earn
ed unhiding laurels. No man In the
navy baa rendered such service, how
ever great, that others were not ready
to fill the place aud do as well. Tho
navy is full of heroes unknown to
fame. Who repeats tho names of the
young officers who pleaded for Hob
son's chnnce to risk his life In tho hull
and hell of the Merrlmac? Who men
tions the scores of seamen who beg
ged to be of the Immortal seven who
were his companions In that forlorn
hope? In tho long watch before San
tlago the terror of our gTeat battle
ships was tho two Spanish torpedo
boat destroyers. Yet when the great
battle came It was the unprotected
Gloucester, a converted yacht, tho
former plaything and pleasure boat of
a summer vacation, which without
hesitation or turning attacked these
demons of the sea and sunk them
both. I have always thought it the
most heroic nnd gallant Individual In
stance of fighting during the war. It
was as if some light clad youth, with
no defense but his Bword, threw him
gelt into the arena with armored
gladiators and by bis very dash and
spirit laid them low. And yet who has
givon a sword or spread a feast to
that purest flame ot chivalrous hero
ism, Richard Walnwrlght?"
Premier Laurier, In tho course ot
his address, made this referonce to
international disputes:
"I am proud to say. In the presence
of the chief executive of the United
States, that It Is the belief of the Can
adlan government that we should make
a supreme effort to better our relations
and make tho government of President
McKlnley and the present government
of Canada, with the assent of Great
Britain, so to work together as to
remove all causes of dissension be

We met a stumbling block In tho
Question of the Alaska frontier. Well
let me say here and now, tho commis
sion couldn't settle that question and
referred it to their particular govern
ments, and they are now dealing with
it. May I bo permitted to say here
nnd now that we do not desire ono
Inch of your land, but if I state, how
ever, that we want to hold our land,
will that be an American sentiment,
I want to know? Howover, though
that would not be an American senti
ment, though it would not be a Brit
ish or Canadian sentiment, I am here
to say above all my fellow country
men that we want not to stand upon
the oxtremo limits of our rights. We
are ready to give and to take. But
though we havo many little bickerings
of that kind, I speak my whole mind,
and I believe I speak the mind of all
you gentlemen, when 1 say that after
all. when we go down to the bottom of

face ot the globe so united as Great
Britain and the United States ot

The most spectacular feature of the
entire fall festival, the parade ot all
nations, took place last night, and was
viewed by thousands, the streets in the
down town district being literally a
solid mHBS of humanity for the entire
length of the pnrado. The parade, In
which marched representatives of 14
countries, including Germany, Vene
zuela, Switzerland, Brazil, the Nether
lands, Austria and Hungary, Scotland,
Armenia, Asyrla, Belgium, China. Italy
and the United States, included nearly
thirty floats, some of them extremely
beautiful and novel. The one that at
tracted the most attention was the
great Chinese dragon, which was ship
ped hero from San Francisco for the
all-nations parade. The dragon, which
was nearly three hundred feet long,
was carried on the shoulders of 200
men, and In Its immense jaws and nos
trils we.re burnou red and green fire
in quantities that lit up the parade
for blocks.
Among the floats were two in the
Germau section, one representing the

St. Paul, Oct. 10. A riot prevailed
In tho barracks of Company L, of the
IClRbtb Infantry, at Fort Snelllng, Sun
day night. Yeaterday, with only a
dozen exception, the company wab
locked up In the guard Iioum. Two
men are In the hospital with severe
Injuries and another, who la under ar
roat. Is In need of constant attention.
It Is not possible to ascertain how
many others are Injured, as the edi
tors of the regiment deem the affair
n disgrace and are reticent about tho
occurrence.
Corporal I'onner reported that ho
had been robbed by Privates Stout.
Kelly and Urasllle while on a trip to
St. Paul, and members of hla com
pany decided to avenge him. On tho
return of the privates they were as
Mitilted, Stout being very roughly
handled. A general fight ensued among
the men. Captain Jnnea, ot Company
IC, whose quarters nro next to Com
pany L's, had been aroused by the
clamor, and called out the guard.
Private Stout was removed to the
hospital, together with two others,
who suffered less serious Injuries than
he did. Yesterday ho was removed to
the guard house, swathed In baudages

family yestorday made the fol
lowing prediction as to what the con
tents of the will of Cornelius Vander
bllt would prove to be: "Mrs. Van
derbllt will get the Fifth avonuo resi
dence and the 'Breakers' nt Newport
for life, and an Income of $500,000 a
year to keep them up. These houses
and the Income allotted to Mrs. Van
dcrbllt will at her death pass to the
third son. Reginald. The five children
will receive $10,000,000 apiece, and the
residue ot the estate will be divided
into two equal parts, ono of which
will bo given to Cornelius nnd the
other to Alfred Gwynne Vanderbllt.
Mr. Vanderbllt was I think, fur richer
than he was popularly supposed to be,
and I bellevo the shares of his two
oldest sous will bo over $50,000,000
nplece."
